History

The Black Watch
In the lawless black beyond UEE control, where Advocacy reach fades and predators grow bold, the Black Watch stands watch.
Born from disillusioned ex-military and former Advocacy operatives in the chaotic years after the Messer regime, they operate as professional bounty hunters. They accept high-value contracts from the Bounty Hunters Guild, corporations, and system security forces, excelling at tracking and capturing dangerous fugitives across civilized and fringe space.
Yet the Watch is no ordinary guild outfit. In lawless systems like Pyro and abandoned sectors, they conduct precise interdiction and piracy operations—targeting corporate haulers, slaver rings, and rival criminal bands that prey on the vulnerable. They view this duality not as hypocrisy, but necessity: legitimate bounties provide cover and steady income, while calculated strikes against the powerful fund their operations and remove threats the official system ignores or protects.
Bound by a strict internal code—no indiscriminate harm to civilians, honor contracts, loyalty to the Watch above profit—the Black Watch maintains a reputation as disciplined professionals among bounty hunters and a feared, respected rival among outlaws. They are the shadow that hunts the shadows, bringing their own brand of order to the void.

Manifesto

Operations & Methods
Bounty Hunting
The Watch excels at high-risk, high-reward contracts. They prefer live captures when the payout justifies it (using ships like the Anvil Hawk with its EMP and containment pod) but are equally comfortable with terminal solutions. Their reputation for getting results has earned them access to better Guild contracts and occasional quiet cooperation with system security forces who need deniable assets.
Piracy & Interdiction
In systems like Pyro, Nyx, and abandoned sectors, the Watch conducts targeted strikes against corporate haulers, smuggling operations, and rival criminal elements. They are not indiscriminate raiders. They favor disabling shots, boarding actions, and rapid extraction over wholesale destruction. Their philosophy is pragmatic: the cargo and components of those who “deserve it” fund the Watch’s operations and provide resources for their more legitimate work.
They are known for excellent intelligence work, disciplined small-unit tactics, and a preference for leaving survivors (or at least witnesses) when it serves their reputation. A ship marked by the Watch’s methods often sends a clearer message than one reduced to debris.
Philosophy & Code
The Black Watch operates under a strict internal code that separates them from common pirates and murder hobos:

They do not prey on genuine civilians, desperate refugees, or those simply trying to survive on the frontier.
Contracts and deals made with the Watch are honored.
Loyalty to the organization and its members comes before personal profit.
They do not tolerate unnecessary cruelty or sadism within their ranks.
Information is currency. Silence is survival.

This code allows them to maintain a strange kind of “honor among shadows.” Many in the criminal underworld fear and respect them in equal measure. Some even quietly contract the Watch to remove rivals or troublesome elements.
Structure & Presence
The Watch is organized in a cell-based structure for operational security, led by a core command known as the Watch Council. Individual cells operate with significant autonomy but answer to the broader organization’s directives and code. Ranks are militaristic but practical (Watch Captains, Lieutenants, Operatives, etc.).
They maintain no single fixed headquarters. Instead, they use hidden outposts, derelict stations, and mobile fleets, with a particular presence in and around the Pyro system and other lawless regions. They have informants and contacts throughout civilized space, allowing them to move between the shadows and the light as needed.
Reputation

To the Advocacy & Guild: A useful but unpredictable gray asset. Effective, but always watched.
To Corporations: A dangerous complication that sometimes must be paid off or quietly eliminated.
To Other Outlaws: A rival to be feared or avoided. They do not play by the usual pirate rules.
To Civilians on the Fringe: A dark legend—ruthless when crossed, but sometimes the only ones willing to act when official help never arrives.
