From the Rubble of Selene

The Citizen Bureau of Investigation was not born in a boardroom, but in the aftermath of the 2942 MicroTech Data Breach. While The Advocacy was focused on the political fallout of the leaked blueprints, thousands of small-scale investors and private contractors saw their life savings and intellectual property vanish into the “Black Glass” of the data-void.

Founded by Elias Thorne, a retired Advocacy Special Agent-in-Charge, and Vera Kross, a former insurance fraud investigator for Crusader Industries, the firm was built on a single premise: The Empire protects the systems, but the Citizen protects the truth.

Starting with a single modified Avenger Stalker out of a rented hangar on Port Olisar, Thorne and Kross specialized in “Cold Case” recoveries—tracking down stolen shipments and missing persons that the UEE Navy deemed “statistically insignificant.” In 2948, the firm officially incorporated as an LLC after successfully recovering the Spirit of Cassel, a civilian starliner lost in the asteroid belts of Yela, uncovering a massive insurance conspiracy in the process.

Today, the CBI operates out of a sleek, high-security office in New Babbage, utilizing a fleet of Drake Cutlass Blues and Anvil Terrapins to keep a watchful eye on the dark corners of the ‘Verse.

Manifesto

In an empire of a trillion souls, justice is often a matter of logistics. The Advocacy is a hammer—large, powerful, but often too slow to strike the precision targets.

The Citizen Bureau of Investigation is the scalpel.

We believe that:

  1. Information is the Only True Currency: Credits can be minted; ships can be replaced. But the truth, once lost, can bring down empires. We hunt the data others delete.
  1. The Law is a Line, Not a Suggestion: We operate within the UEE’s legal boundaries not because we are afraid of the dark, but because true justice requires a record.
  1. No System is Remote Enough: Whether a target hides in the neon sprawl of Area18 or the gas clouds of Pyro, the CBI will find them. Distance is merely a variable in our calculations.
  1. Loyalty to the Client, Accountability to the Citizen: We serve those who have been overlooked by the bureaucracy. We are the private answer to public silence.

Article I: Designation & Purpose
Citizen Bureau of Investigation (CBI) is a privately held, limited liability corporation registered under UEE Commercial Code. CBI exists to provide specialized investigative, forensic, and apprehension services to corporate entities, private citizens, and local planetary governments where Advocacy resources are spread thin.

Article II: Legal Mandate
Apprehension: All field agents shall maintain active standing with the Bounty Hunters Guild.

Jurisdiction: CBI operates primarily within UEE-controlled space (Stanton, Terra, Sol). Operations in “Lawless” or “Unclaimed” systems (Pyro, Nyx) are conducted under “Contractor Risk” protocols.

Evidence Handling: All data and physical evidence recovered during investigations shall be handled according to UEE Imperial evidence standards to ensure admissibility in High-Advocate courts.

Article III: Organizational Structure
The Partners: Senior investigators holding majority equity.

Special Agents: Lead investigators responsible for casework and field operations.

Technical Specialists: Pilots, Data-Runners (Hackers), and Forensic Analysts.

Field Associates: Entry-level contractors and security personnel.
