PREAMBLEWe, the people of Enmaten, both of the commonfolk and the hireling, declare the foundation of a sovereign nation forged not by birthright, bloodline, or broken treaties—but by skill, strength, and the universal contract of honor and blood. We are not mere mercenaries, soldiers-for-hire, assassins, hunters, but warriors of principle who choose coin and cause. This is our manifesto, our oath, our declaration to all.

We are the professionals of conflict, wielding arms and cunning not for chaos, but for calculated order.

ARTICLE I – SOVEREIGNTYThe name of this nation shall be Enmaten, the Sovereign Mercenary Nation.
The core of Enmaten shall exist as a stateless-entity: a sovereignty that lies not in geography, but in the collective will, mind, and spirit of its people. The physical capital shall not be revealed except to those deemed worthy.
Enmaten recognizes no authority above its own, save for the Divine—if one exists. Its legitimacy is derived from its contracts, its code, and the voluntary allegiance of its citizens.
ARTICLE II – CITIZENSHIPCitizenship shall be open to all individuals who swear fealty to The Twilight Code and uphold the Charter of Enmaten.
Citizenship shall not be denied based on origin, race, gender, or religion. Merit and adherence to contract determine rank and rights.
Any citizen may renounce their allegiance freely, provided they have fulfilled all active contracts and obligations.
ARTICLE III – THE TWILIGHT CODEThe Enmaten mercenary code, hereby formally known as “The Twilight Code” or “The Code”, shall serve as the ethical and operational cornerstone of Enmaten life. All citizens, leaders, and commanders are bound by it.
Infractions against The Code shall be judged by a Tribunal of Command, with punishments ranging from fines to exile or execution, as determined by the severity of breach.
ARTICLE IV – GOVERNANCEThe highest authority of Enmaten shall be the High Advisory, a body of elected “Khans” serving fixed terms. It shall legislate, ratify contracts, and oversee military operations.
Enmaten shall be organized into Departments, each semi-autonomous under elected heads, responsible for defense, recruitment, and local governance.
Enmaten’s citizen advisors—including economists, engineers, strategists, industrialists, and scholars—shall support the High Advisory in non-combat matters.
ARTICLE V – CONTRACT LAWAll engagements, campaigns, and services provided by Enmaten must be sanctioned through formal contracts, ratified by at least two members of the Advisory.
Non-classified contracts must be publicly disclosed to all citizens.
Enmaten reserves the right to refuse or renegotiate any contract that violates its Code or endangers its sovereignty.
ARTICLE VI – MILITARY STRUCTUREAll citizens shall receive standardized martial and survival training. Service is not compulsory, but all must be capable of defense.

ARTICLE VII – ECONOMY AND TRADEThe primary industry of Enmaten shall be mercenary service, arms trade, security, political, & industrial consultation, assassination and contract-based conflict resolution.
Enmaten shall maintain open trade with all non-hostile entities but reserves the right to restrict the sale of strategic arms and intelligence.
ARTICLE VIII – RIGHTS AND LIBERTIESAll citizens may speak, assemble, and pursue life as they see fit, provided they do not violate The Twilight Code or the Charter.
Every citizen has the right to bear arms and defend themselves, their contracts, and their nation.
Any decision made by the Advisory may be challenged through formal petition, public assembly, or (in extreme cases) Trial by Combat.
ARTICLE IX – FOREIGN AFFAIRSEnmaten does not engage in ideological wars. Alliances and interventions shall be based on contractual interest and strategic alignment.
All clients under contract are considered under the temporary protection of Enmaten and are to be treated as allies for the duration.
Enmaten bears no eternal grudges. Past conflict does not preclude future cooperation. However, debts for wrongs against Enmaten must be paid, and time to heal must be had before future contracts can be established.
ARTICLE X – AMENDMENTS AND DISSOLUTIONThis Charter may be amended by a three-quarters vote of the High Advisory and ratification by a majority of active citizens.
Should Enmaten ever fall, this Charter shall survive in exile. Wherever the spirit of our people gathers, Enmaten lives.
