History

The United Empire of Earth (UEE), referred to as the Empire by the human population, is a democratic interstellar empire that reaches across 37 star systems. The Empire was founded in 2546 after the conclusion of the First Human-Tevarin War, a first-of-its-kind inter species war between Humans and Tevarin. This conflict saw the ascension of Ivar Messer to a newfound position of political power; a Prime Citizen. Using his new-found political power, he appointed himself Imperator of the UEE. He reconstructed the United Planets of Earth into an Empire with Messer family as the leaders.

Until 2792, the Empire was a hereditary monarchy ruled by the Messer Dynasty, which wielded supreme executive and military power over the government. Eventually, the dynasty was overthrown in the Revolution of 2792.

Overview:

The United Empire of Earth is the unified representative government of the entire human race, led by an elected Imperator and their governmental subordinates. The political structure is similar to that of the Roman Empire, which was considered at the time to be by far the most advanced sovereignty on Earth, unparalleled in governance until the 20th century.

Government_structure:
UEE Congress, Citizens, Civilians, UEE Marines, UEE Navy, UEE Army and UEE Advocacy.
Counseled by the High-Secretary, the High-Command and the High-Advocate, the Imperator is the head of the government, now bound to a single ten-year term limit.
The Imperator wields the highest executive and military power, being both the head of government, as well as the commander-in-chief.

Political_parties:
Due to the massive size of the UEE, there are hundreds of political parties, however only three exert dominance in the Congress:
Universal Party – Institution-focused ideology. Government and systems will guide the people.
Centralist Party – Traditional, even somewhat libertarian-styled political ideology. It’s about sustaining and maintaining the status-quo, and excelling through the values of humanity. They support Earth as the capital of the UEE.
Transitionalists (also referred to as ‘Transits’) – Relatively recent people’s party formed around promoting a progressive human agenda. Most of their rhetoric is aimed towards the future. They support the establishment of Terra as the capital of the UEE.

Diplomacy:
The UEE is involved in diplomacy with several neighboring species:

Banu Protectorate: The UEE’s stance towards the Banu is friendly. The Messer era did not damage relations due to the Banu being disorganized, their central government being a loose confederation of planet-states. Border disputes between the Banu Protectorate and the UEE are common, mainly because the UEE’s criminal element flees across the border and the Banu won’t look for them, much less try to catch them for extradition. The Banu’s primary business is trade.

Xi’an Empire: The UEE’s stance towards the Xi’an Empire is cordial. The UEE has made great strides to try and reconnect with the Xi’an after the tension of the Messer Era. As such, the UEE endorses healthy trade between the empires. While the UEE is diplomatically friendly, the Xi’an are a heavily armed and organized people with long lifespans, and they still view the human empire with wariness.

Vanduul: The UEE has been at war with the Vanduul clans since the official declaration of war after the Battle of Vega II. Humanity’s entire relationship with the Vanduul has been mired in blood. They have never attempted to contact the UEE in any capacity. The Vanduul themselves are nomadic, with fierce infighting between the various enclaves eliminating the possibility of a central government. Most politicians regard the entire Vanduul species as a violent act of nature.

Kr’Thak: Their existence has been recently discovered. The closest Kr’Thak controlled system lies on the other side of Xi’an Empire. Humanity’s knowledge of them is very scarce, and the Xi’an haven’t been keen to share knowledge as the two civilizations have unresolved tension from a multi-century conflict called the Spirit Wars. The UEE government has not made formal contact with the Kr’Thak, as they are afraid it will unsettle relations with the Xi’an.

The Tevarin: After the Tevarin defeat, the UPE terraformed the Tevarin systems for Human colonization. The remaining Tevarin were either absorbed into the UPE or fled to Banu or Xi’an space. There is no official Tevarin government, as the race was destroyed to near extinction in its war with humanity and the survivors assimilated into the UEE. However, a few Tevarin have been given Citizenship to display the UEE’s tolerance for xenos, but the total number of Tevarin Citizens might be measured in triple or even double digits. Most other Tevarin lack any political affiliation to a party, generally ignoring the human-centric politics of the UEE with a sort of bland apathy.

一、核心原则

1. 平等原则:全体成员享有平等地位,严禁任何形式的官僚主义、资历歧视及新老成员间的不正当行为。
2. 团结原则:禁止发表诋毁舰队形象的言论,杜绝成员间人身攻击、恶意中伤等行为。

二、活动管理规范

1. 日常活动:舰队不设强制性任务与活动安排,成员可自主规划游戏时间,自由组建游戏队伍,不受额外限制。
2. 互助机制:当成员遭遇PVP攻击时,成员可以秉持团结精神,如有时间与必要时可提供协助。
3. 重大项目:针对需大量人力投入的游戏项目或官方活动,舰队将制定公开透明的参与规则,确保资源分配与权益保障的公平性。成员可根据个人意愿选择参与

三、新成员加入及邀请权益说明

1.非舰队成员(以下简称 “新成员”),若填写本舰队成员的邀请码,该邀请成员应履行义务,向新成员发放 1000 万游戏币作为启动资金,如果新成员告知不要启动资金,则可以不发放。
2.若邀请成员未按规定履行上述义务,新成员有权进行举报。舰队将对未履约成员予以相应处罚,并向新成员提供补偿。
3.举报需提供有效凭证(如聊天记录、交易记录截图等),以便核查;若存在提供虚假信息、伪造凭证等欺诈行为,举报将不予受理,且涉事新成员将被纳入舰队信誉不良名单。

四、加入流程

1.新成员需提交加入申请,一般情况下新成员都可加入,没有硬性要求。

欢迎各位成员积极提出建设性意见,共同营造开心的舰队环境。

1、 Core principles

1. Principle of equality: All members enjoy equal status, and any form of bureaucracy, seniority discrimination, or improper behavior between new and old members is strictly prohibited.
2. Unity principle: It is prohibited to make statements that defame the image of the fleet, and to prevent personal attacks, malicious slander, and other behaviors among members.

2、 Activity Management Standards

1. Daily activities: The fleet does not have mandatory tasks and activity arrangements. Members can independently plan their game time and freely form game teams without additional restrictions.
2. Mutual assistance mechanism: When members encounter PVP attacks, they can uphold the spirit of unity and provide assistance if necessary and available.
3. Major projects: For game projects or official events that require a large amount of manpower investment, the fleet will establish open and transparent participation rules to ensure fairness in resource allocation and rights protection. Members can choose to participate according to their personal preferences

3、 New member joining and invitation benefits explanation

1. For non fleet members (hereinafter referred to as “new members”), if they fill in the invitation code of this fleet member, the invited member shall fulfill their obligation and issue 10 million game coins as start-up funds to the new member. If the new member informs them not to use start-up funds, they may not be issued.
If invited members fail to fulfill the above obligations as required, new members have the right to report. The fleet will impose corresponding penalties on non compliant members and provide compensation to new members.
3. Reporting requires providing valid evidence (such as chat records, transaction screenshots, etc.) for verification purposes; If there is fraudulent behavior such as providing false information or forging vouchers, the report will not be accepted, and the new members involved will be included in the fleet’s bad reputation list.

4、 Join the process

1. New members need to submit an application to join, and in general, new members can join without any mandatory requirements.
