The Interstellar Foundation for Humanitarian Relief (IFHR) is an emerging NGO dedicated to providing impartial, ethical, and scalable relief across interstellar communities. We are building the framework for humanity’s next humanitarian epoch.



History

2956 – Founding of the IFHR during the outbreak of Molina Mold in Nyx to provide aid to the people of Levski under AllianceAid mandate in cooperation with the UEE and Levski’s People’s Alliance.

Manifesto

The Interstellar Foundation for Humanitarian Relief (IFHR) is a nascent, non-governmental humanitarian organization currently in active development. Once fully operational, the IFHR will serve as a interstellar aid network — a coordinated, ethical, and humanistic force dedicated to alleviating suffering, restoring dignity, and supporting the resilient advancement of sentient beings across the galaxy.

The IFHR belongs to a movement grounded in basic human and alien rights, interstellar cooperation, and the principle that no species — no matter how distant, how marginalized, or how displaced — should be left without aid when catastrophe strikes.

Our structure is decentralized: a core organizational body oversees strategy, ethics, and resource allocation, while a interstellar network of certified relief specialists, volunteer freelancers, and affiliated NGOs will deploy on the ground — or in orbit — wherever need arises.

Our activities will encompass all dimensions of humanitarian action from political activation to military intervention — always adhering to the highest standards.

We are not yet fully launched — but we are already building the systems, the protocols, and the alliances that will make us the most trusted humanitarian network in the interstellar age.

A decentralized, humanistic network in development to deliver humanitarian aid, protect displaced populations, and uphold dignity across the interstellar community — before crisis becomes catastrophe.

(Note: IFHR is not affiliated with any state, military, or corporate entity. All operations are humanitarian, non-partisan, and governed by a universal ethics charter.)

Charter

The foundation of the IFHRs activities is laid out in a binding Code of Conduct (CoC). The CoC is binding for fulll members always, and associates and active freelancers during all activities under IFHR-mandate. All parties partaking in IFHR-Operations and all members of the IFHR recognise and accept the CoC and vow to follow it. By partaking in any IFHR-Operation involved parties agree to the CoC. The preliminary CoC is as follows:

1. Ethics

Prioritize the rights, safety, and dignity of all affected beings regardless of species, origin, or affiliation. All IFHR-ctivities are bound by high moral standards. Adhere strictly to IFHR’s ethical charter. Report misconduct, conflicts of interest, or violations to the Ethics & Compliance Office. No tolerance for corruption, exploitation, or unethical behavior. Any and all forms of discrimination, sexism, racism, chauvinism etc. are unacceptable.

2. Legality

Do not break the law – be it universal, interstellar or local. Do not engage in illegal activities and always act in good faith. Violations may result in immediate dismissal and legal action. Actively support equitable, inclusive, and sustainable solutions — and always operate within the legal and ethical boundaries of the interstellar community. Violations of law such as theft or piracy may result in expulsion, legal proceedings, and loss of IFHR affiliation.

3. Impartiality

Never discriminate in relief delivery. Aid is allocated based on need, not politics, allegiance, or identity. Operate in strict alignment with humanitarian norms. Avoid political or ideological entanglement — and never engage in or support piracy, sabotage, or illegal resource trafficking.

4. Ressourcefulness

Use of IFHR assets, personnel, or infrastructure for any non-IFHR purposes or activities is strictly prohibited: especially surveillance, espionage, piracy, theft, or any unlawful activity. Violations may result in immediate dismissal and legal action – see 2. Use all materials, funds, and technology responsibly — only for verified humanitarian purposes. Prohibited: Unauthorized duplication, resale, or redistribution of IFHR assets or intellectual property.

5. Accountability

All field agents must complete training, pass background checks, and remain bound by IFHR’s operational rules and the CoC at least during involvement in IFHR-Operations — including prohibitions against piracy, unauthorized data harvesting, or illegal resource extraction. Be open to feedback, criticism, and public scrutiny. Engage with communities to build trust — and never conceal illegal acts, misconduct, or violations of IFHR law. All IFHR-Members and entities involved in IFHR-Operations recognise, accept and agree to follow IFHR-Rules and the CoC.

6. Responsibility

All parties involved in the IFHR or its operations have a responsibility towards each other, all sentient life and the environment they are situated in. Members of the IFHR and all entities involved in IFHR-Operations assist another as good as possible. Emergency aid is to be distributed to all who need it and can be helped without endangering the IFHR, its operations or partaking/ involved parties.

7. Security

While neither focused on military- nor security-operations, all IFHR-members and entities involved in IFHR-Operations are expected to possess a basic capability to defend themselves as well as each other. Use of force is only permitted in self-defense or defense of others during immediate danger. Acts of aggression are not permitted.
