“The sea of stars is vast, but peace has never manifested out of thin air. We call upon all passionate visionaries who unswervingly pursue universal peace and firmly defend human sovereignty to stand with us. We confront, we reflect, we conquer.”

The Verse is not at peace.

In the deep space where the light of UEE law cannot reach, amidst the ruins of Pyro and the shadows of Stanton, chaos breeds, and the alien threat never ceases. When interstellar shipping lanes are blockaded, when the cries for help from civilians dissipate into the cold vacuum, humanity no longer needs cowardly compromises. It needs an indestructible shield. It needs a sharpened blade to pierce the long night.

We are the Terminus Stellar Guardians. Born to protect, we come to break the deadlock.

We ask not of your origins, nor your class. We seek only those souls who refuse to rot in the safety of a greenhouse, those visionaries who dare to cast their gaze into the abyss. Here, we solemnly declare our three core tenets to the entire Verse:

TSG will forever navigate the absolute frontline of human sovereignty, facing the stare of the abyss with heavy armor and hot blood—because evasion is never an option for a Guardian.

Blind bravado brings only meaningless ashes. We are not just warriors; we are thinkers. We draw lessons from every combat loss and calculate a path to survival in every desperate situation. We believe in order and discipline, wielding devastating firepower with cold rationality, and replacing chaotic charges with flawless formations and tactical coordination.

At the terminus of all things, there is no insurmountable barrier. Whether it is a drastic numerical disadvantage, the extreme hazards of deep space, or an enemy’s seemingly invincible flagship, we will crush them all. We will not only win the battles before us; we will conquer every obstacle hindering humanity’s march toward a greater cosmic civilization.

PREAMBLE
We, the members of the Terminus Stellar Guardians (TSG), in order to establish order in the perilous depths of unknown space, defend human sovereignty, and pursue ultimate peace in the Verse, do ordain and establish this Charter. This Charter serves as the supreme doctrine governing the operations of the TSG fleet. All ships and personnel flying the TSG insignia are bound by this oath, and in turn, are protected by it.

ARTICLE I: CORE TENETS
Confront: Refuse to flee. Whether facing an overwhelmingly superior hostile fleet or the lethal environments of deep space exploration, a TSG member never turns their back on a crisis.

Reflect: Refuse recklessness. We champion tactical proficiency and strategic after-action reviews. After every operation, we distill the lessons learned; every drop of blood spilled must become the foundation for a stronger bulwark.

Conquer: Refuse to compromise. Confronted with any obstacle that threatens human peace or the fleet’s interests, we will mass all available firepower, intellect, and logistical resources until it is utterly crushed.

ARTICLE II: RULES OF ENGAGEMENT (ROE) & CONDUCT
As a highly disciplined independent stellar armed force, we reject lawless chaos.

Absolute Prohibition (Anti-Piracy Clause): TSG is a lawful and orderly force. Any member is strictly forbidden from engaging in unprovoked attacks, extortion, griefing, or piracy against unarmed civilians or legitimate trade vessels under the fleet’s name or while wearing the fleet uniform. Violators will be immediately stripped of their rank and expelled from the fleet.

Principles of Self-Defense and Retaliation: Should TSG members, allies, or civilians under our protection fall victim to unprovoked attacks, the fleet authorizes a “Weapons Free” status. We will retaliate with the force of a thunderbolt until the threat is completely neutralized.

Tactical Discipline: During fleet operations (e.g., large-scale fleet engagements, combined salvage/mining operations), absolute comms discipline must be maintained. All actions are subject to the dispatch of the highest-ranking commanding officer on-site. Lone-wolf heroics and unauthorized departures from formation are strictly prohibited.

Internal Mutual Aid: Guardians never abandon their own. Within the limits of our capabilities and situational safety, priority must be given to responding to internal Medical Beacons and requests for armed escort.

ARTICLE III: CHAIN OF COMMAND
TSG implements a merit-based promotion system. Your achievements are measured not by the size of your hangar, but by the magnitude of your contributions to the fleet.

Clear Roles and Responsibilities: The fleet is governed by the High Command (Founder/Officers). It oversees specialized divisions (e.g., Combat & Assault, Industrial Logistics, Interstellar Reconnaissance).

Chain of Command Compliance: During wartime or emergency situations, subordinates must unconditionally obey the tactical directives of their superior officers. Any dissent regarding orders must be raised during the “Reflection” (after-action) meetings post-mission.

Contribution Point System: Rank promotions will be comprehensively evaluated based on active online presence, tactical proficiency, mentorship of new recruits, and contributions during large-scale fleet operations.

ARTICLE IV: ASSETS AND LOGISTICS
Protection of Private Assets: Ships and equipment purchased by individual members using real currency or aUEC remain entirely under the ownership and control of the individual. The fleet will not forcibly requisition them.

Fleet Public Resources: Materials, spoils of war, and funds acquired during large-scale Organization operations will be distributed based on contribution. A portion will be reserved for the Fleet Bank (Org Bank) to fund the acquisition of capital ships, strategic supplies, or to issue combat loss subsidies.

ARTICLE V: THE PLEDGE
Any Citizen who swears to join TSG subscribes to the following oath:

“I willingly join the Terminus Stellar Guardians. I shall confront the abyss with a sharp blade, reflect on my faults with cold reason, and conquer all obstacles with unyielding resolve. I shall guard my comrades as I guard my own flank, and I shall defend the stars of humanity until my very terminus.”

第二章：交战与行为守则 | ARTICLE II: RULES OF ENGAGEMENT (ROE) & CONDUCT
作为一支纪律严明的独立星际武装，我们拒绝无序的混乱。

绝对禁令（反海盗条款）： TSG 是一支守序力量。严禁任何成员以舰队名义或身穿舰队制服，对无武装平民、合法贸易船只进行无端攻击、勒索或海盗行为（Griefing/Piracy）。违者将被立即剥夺军衔并逐出舰队。

自卫与反击原则： 若 TSG 成员、盟友或受我们保护的平民遭到无端攻击，舰队授权开启“自由交战（Weapons Free）”状态。我们将以雷霆之势予以反击，直至威胁完全消除。

战术纪律： 在执行舰队集结任务（如大型舰队战、团队打捞/挖矿作业）时，必须保持通讯频道的绝对整洁。一切行动听从现场最高军阶指挥官的调度，禁止个人英雄主义式的擅自离队。

内部互助： 星卫之间绝不互相抛弃。在能力与环境允许的范围内，优先响应舰队内部的医疗救援（Medical Beacon）和武装护航请求。

第三章：指挥架构与晋升 | ARTICLE III: CHAIN OF COMMAND
TSG 实行唯才是举的晋升体系。你的成就不仅取决于你的机库有多大，更取决于你为舰队做出了多少贡献。

权责分明： 舰队由最高指挥部（FOUNDER/OFFICER）统辖。下设各专业分部（如战斗突击、工业后勤、星际侦察）。

服从指挥链： 在战时或紧急事态下，下级必须无条件服从上级指挥官的战术指令。对指令有异议，需在任务结束后通过“反思”会议提出。

贡献点制度： 成员的军阶晋升将综合考量其在线活跃度、战术素养、对新人的指导，以及在舰队大型行动中的贡献。

第四章：资产与后勤 | ARTICLE IV: ASSETS AND LOGISTICS
私有资产保护： 成员个人用真实货币或 aUEC 购买的舰船与装备，其所有权与支配权完全归个人所有，舰队不强制征用。

舰队公共资源： 在大型公会行动中获取的物资、战利品与资金，将按劳分配，并预留部分纳入舰队公共金库（Org Bank），用于购买主力舰、战略物资或发放战损补贴。

第五章：星卫誓约 | ARTICLE V: THE PLEDGE
凡宣誓加入 TSG 的公民，即认同以下誓言：

“我自愿加入终焉星卫。我将以利刃直面深渊，以理智反思己过，以不屈攻克万难。我将守护我的战友如同守护我的侧翼，我将捍卫人类的星辰直到生命的终焉。”
