Manifesto

You gave everything to your empire, your people, your family. Now, let us ensure your legacy will not be forgotten.

As long as creatures existed upon their worlds did they have to struggle to survive, and we are no different. Many view such struggle with fear and disdain, cursing their lots in life, demanding better conditions they view as fair and just while delegating the responsibilities of life to masters who enslave them. Some others view these struggles with glee, building a mountain of pride for themselves as they amass fortunes and power through the manipulations of such hardships. But you view struggle in a different light.

The Kuhra Pritush was founded because, in its founder’s eyes, there is no place in the universe where free men who struggle humbly can gather. No nation, no corporation or organization, will protect the honest individual, who wants for only that which he views as necessary, without a demand of compensation. Men who are humble, good, and honest, who have given their minds and bodies in service to things greater than themselves, have no protection against exploitation from the machinations of the overly ambitious, who exploit the struggles of the world to crush those weaker than them. Nor do they have a safeguard against the ravings of the mobs, slave armies who shout and decry their very existence at the behest of their masters in a bid to drag them into slavery also.

The Kuhran belief is simply that a man who struggles, and struggles honestly, has the right to feel secure in his holdings, his people, and his legacy.

You view struggle differently because you did not view it as an evil specter haunting your life, nor a companion to challenge and compete with. You viewed it as a fact of life, something we all must endure, something that is worth neither lamenting or glorifying. You accomplished your lot, no matter how big or small, through your struggles, and you are satisfied with what you have. You love your people, your home, yourself perhaps, even, but this lack of ambition makes you a target. It’s a vulnerability that those who are not at peace with their struggles will happily exploit. Masters and slaves view your serenity with horror; the slave is jealous of your freedom and bravery, while masters fear the example you might set for their less-behaved serfs. On the other hand, ambitious and evil men view your life as a challenge; your struggles could not break you only because your struggles didn’t try hard enough, after all.

Alone, as you are, there is no protection against such things. You may live one, two, ten, eighty years as you are, but it only takes one day for an ambitious man, slave, or master to turn their gaze upon you. The UEE boasts its military, many of you which have served in, but it also boasts the holdings of ambitious men. Security forces hunt pirates and renegades, but busy themselves mostly with petty extortion meant for their corporate states, and the freelancers of the verse cannot be expected to expend the fuel for a starving farmer if expected credits come up short.

Yet, this is not evil or wrong. It is simply expected behavior.

The Kuhra Pritush is not anti-government, it is not anti-society or a misanthropic entity. The Kuhra Pritush simply wishes to untangle the carefully woven lies propagated by ambitious men, slaves, and masters which were used to suffocate honest and free men. We do not wish to overthrow or change society, there is no call for crusade or vengeance. The Kuhra Pritush is a brotherhood founded solely on the idea that honest men who have humbly struggled deserve security and respect from the predatory nature of their detractors. We are guardians of those would defend themselves if they could, who have lost everything and have nothing left to lose in the struggle for independence. We are brothers united by our desire for freedom, and we defend each other because we are brave.

Charter

Preamble:

I, Lowell Maximilian Chevalier, do hereby declare the formation of this charter for the purpose of enshrining the iron laws of the Kuhra Pritush, formed this day, 17th of May, 2955 Standard Earth Year. I do so with the belief that humanity, and perhaps sentient species as a whole, may benefit from its existence and prosper more freely among the stars. The laws outlined in this charter serve as the operating principles for all members and associates of the Kuhra Pritush, for the purpose of keeping the brotherhood strong, honest, and alive in the face of an uncertain future.

1. Structure of Government:

(1) The governing body created by this charter shall henceforth be known as the Kuhra Pritush.

(2) The head of the Kuhra Pritush holds the title of Ha Sefula or Sefula.

  • (i) Ha Sefula has the right to hold assembly, declare or revoke the title of Lore Master, Enrollment Officer or Advocate, promote a member to the rank of Overseer, enforce the laws of this charter, declare hostilities on behalf of the Kuhra Pritush, and declare the abdication of his own title.

(3) The title of Lore Master will be held by persons with the rank of Overseer, after being reviewed and selected by Ha Sefula.

  • (i) Lore Masters have the right to hold assembly, declare the title of Enrollment Officer, sponsor the title of Lore Master or Advocate to be reviewed by Ha Sefula, enforce the laws of this charter, petition for new laws or the amendment of laws to be reviewed by Ha Sefula, petition for the removal of other members from office for review by Ha Sefula, act in Ha Sefula’s stead as a committee if he is temporarily indisposed, and declare the abdication of their own title.

(4) The title of Enrollment Officer will be held by persons with the rank of Captain or higher, after being reviewed and selected by Lore Masters or Ha Sefula.

  • (i) Enrollment Officers have the right to manage and organize Volunteers, debate and draft training doctrine and initiation ceremonies among themselves if necessary, declare to any senior member ranked Adjutant or higher the status of a Volunteer for the purpose of review for the rank of Prospect, and declare the abdication of their own title.

(5) The title of Advocate will will be held by persons with the rank of Adjutant or higher, after being reviewed and selected by Ha Sefula.

  • (i) Advocates have the right to advertise the goals and existence of the Kuhra Pritush and its charter to the public, oversee brand management, debate and propose doctrines pertaining to public image, and declare the abdication of their own title.

2. Structure of Rank:

(1) All new members and associates of the Kuhra Pritush become such as and hold the rank of Volunteer.

  • (i) Volunteers have no obligation to the Kuhra Pritush outside of whatever aid and work they offer of their own volition, other than that of ensuring their general conduct does not reflect negatively on the Kuhra Pritush.
  • (ii) Volunteer status can be terminated at any time by any member of the Kuhra Pritush ranked Captain or higher upon proof of wrongdoing or malpractice against the Kuhra Pritush by the suspected Volunteer.
  • (iii) Volunteers can request assignment from any available Enrollment Officer.
  • (iv) If a Volunteer accepts an assignment, and is assigned to another senior member for the duration of a job or service, they are expected to carry out the job as their reasonable best effort will allow.
  • (v) Repeated failures to perform the requested work may result in the Volunteer being reprimanded by expulsion from the Kuhra Pritush.
  • (vi) If a Volunteer feels that the behaviors of a senior member to which they were assigned were abhorrent, or that their performance in their assignment was unfairly reviewed, they may petition an Enrollment Officer who then must review the case.
  • (vii) Volunteers may willingly resign their membership with the Kuhra Pritush at any time.

(2) Volunteers selected for review by an Enrollment Officer, and subsequently passed review, become Prospects.

  • (i) Prospects are placed under the authority of an Adjutant, and immediately assume the responsibility, rights and protections of their station.
  • (ii) Prospects are not required to report for duty when muster is called in order to keep their rank.
  • (iii) If having reported for duty after muster is called, prospects are required to follow the orders of their Adjutant at all times.
  • (iv) Prospects may petition their Adjutant’s Captain through the proper channels, only during times when not considered on-duty, if they feel the behaviors of their Adjutant are abhorrent.
  • (v) Prospects may be expelled from the Kuhra Pritush for dereliction of duty only if the dereliction took place after the Prospect had willingly answered the call to muster for the duration of their assigned duty.
  • (vi) Prospects may willingly resign their membership with the Kuhra Pritush at any time.

(3) Any Prospect who shows exemplary service may be reviewed for the rank of Regular.

  • (i) Regulars take on extra responsibilities and administrative roles on behalf of their Adjutant.
  • (ii) Regulars are expected to answer calls to muster whenever able.
  • (iii) Regulars are expected to provide notice if they expect to miss a call to muster.
  • (iv) Regular rank can be revoked if the Regular consistently misses muster with no excuse or justification given in a timely manner, and the nature for which the repeated unexcused absences had occurred is found to be unacceptable.
  • (v) Regulars retain the same legal and social protections they enjoyed as a Prospect, including the right to petition their Adjutant’s Captain.
  • (vi) A Regular can only be expelled from the Kuhra Pritush for severe transgressions related to conduct and dereliction of duty. Otherwise they are demoted to the rank of Prospect.
  • (vii) Regulars may willingly resign their membership with the Kuhra Pritush at any time.

(4) Regulars who are of good conduct, character, and hold the Kuhra Pritush as their primary organization, may be selected for review for the rank of Adjutant.

  • (i) Adjutants are responsible for managing Regulars, Prospects, and Volunteers who are assigned to them for the purposes of performing works.
  • (ii) Adjutants may promote Prospects to the rank of Regular, or sponsor Regulars for review by their Captain for the rank of Adjutant.
  • (iii) Works can be assigned to the Adjutant by their Captain, or in a period of no or low activity, the Adjutant may take it upon themself to pursue and perform works.
  • (iv) The Adjutant is responsible for ensuring that all works performed by the Adjutant reflect positively on the Kuhra Pritush.
  • (v) If the works assigned to an Adjutant by their Captain appear be contrary to the laws in this charter, or the words of the Kuhran Manifesto, then the Adjutant is required to petition an Overseer; while the petition is in review, the Adjutant is still expected to carry out their Works as if all was normal.
  • (vi) Adjutants may not take orders from, or continue the works of, Captains who have been found in violation of this charter by an Overseer.
  • (vii) Adjutants must cancel any personally planned works if they would interfere with assigned works from their Captain.
  • (viii) Adjutants must provide their Captain with notice for absence if they expect to miss a planned assignment.
  • (ix) Adjutants accused of negligence or any other abhorrent conduct by their Captain will have their case reviewed by the Overseers.
  • (x) Adjutants convicted of negligence or any other abhorrent conduct by the Overseers will have their rank reduced to Regular.
  • (xi) Adjutants may willingly resign their membership with the Kuhra Pritush at any time.

(5) Adjutants selected for and have passed review become Captains.

  • (i) Captains are responsible for assigning works to one or more Adjutants.
  • (ii) The works which a Captain assigns must directly empower the Kuhra Pritush.
  • (iii) Captains may not assign works which would endanger, weaken, or disgrace the image of the Kuhra Pritush.
  • (iv) Captains may promote Regulars to the rank of Adjutant, or sponsor Adjutants for review by Overseers for the rank of Captain.
  • (v) Captains must attend assembly when called.
  • (vi) Captains who expect to miss a called assembly are expected to provide notice.
  • (vii) Captains may petition a Lore Master if they suspect malpractice from an Overseer.
  • (viii) Captains accused of negligence or abhorrent conduct will be reviewed by the Overseers, who will then defer judgement to a Lore Master.
  • (ix) Captains convicted of negligence or abhorrent conduct will have their rank reduced to Adjutant.
  • (x) Captains may willingly resign their membership with the Kuhra Pritush at any time.

(6) Captains may be granted the rank of Overseer for exemplary service to the Kuhra Pritush.

  • (i) Overseers perform all the same duties as a Captain, in addition to new administrative rules on behalf of Ha Sefula and Lore Masters.
  • (ii) Overseers may take part in government elections.
  • (iii) Overseers may overrule the orders of a Captain if it is believed the Captain is acting in an unfit manner.
  • (iv) Overseers may debate and propose uses for Kuhran resources and other assets to Ha Sefula and Lore Masters.
  • (v) Overseers accused of negligence or abhorrent conduct will be reviewed by the Lore Masters, who will then defer judgement to Ha Sefula.
  • (vi) Overseers convicted of negligence or abhorrent conduct will be expelled from the Kuhra Pritush.
  • (vii) Overseers may willingly resign their membership with the Kuhra Pritush at any time.

(7) No rank supersedes the authority carried by the titles of Ha Sefula, Lore Master, Enrollment Officer, or Advocate, in reference to their respective roles.

3. Function of Government:

(1) The Kuhra Pritush has the right to pursue goals that are beneficial to the Kuhra Pritush, take any and all measures to ensure the safety of its members, engage in diplomacy with other organizations including forming alliances or declaring war, advertise for recruitment of new members, take upon itself works which are beneficial and good for the common people, call elections to decide the future of the Kuhra Pritush and its laws, and disband itself it the need requires.

(2) The Kuhra Pritush may not violate UEE common law without justified reason, interfere with the daily lives of law-abiding persons who exist outside Kuhran law without justified reason, interfere with the works of other organizations without justified reason, or interfere with the machinations of lawful corporate entities without justified reason.

  • (i) “Justified reason” is to be determined by a period of debate among Overseers after being proposed by a Lore Master, with the outcome of debate being sent to Ha Sefula for final review.

(3) Titles held within the Kuhra Pritush are held for life, until willful abdication, or removal from office by a vote of no confidence.

  • (i) A vote of no confidence must be declared by an Overseer. More than 60% of Overseers must approve the vote of no confidence for it to take effect.
  • (ii) If more than 60% of the Overseers agree to the vote of no confidence, then the results are sent to Ha Sefula for final review. If accepted, the title is revoked and a new holder for the title is chosen.
  • (iii) If Ha Sefula denies the motion, the Overseers may vote again to force the issue. If over 70% of Overseers agree with the vote of no confidence, then Ha Sefula is overruled and a new holder for the title must be chosen.

(4) New titles are granted by special decree by Ha Sefula.

  • (i) Old titles left vacant by expiration or willful abdication are filled by committee election from the Overseers.

(5) Committee elections can be run in any way the Overseers see fit, but only results of over 50% are viable for legitimacy unless otherwise stated.

  • (i) If no results in an election supersede 50% or more of the vote, then the Overseers must either abandon the issue or rehost the election until a result of 50% or more for an option is achieved.

(6) If an election were to result in the creation of a new law, and the election failed, then the new law can never again be proposed.

  • (i) An election fails if the law being proposed did not receive more than 30% of votes in favor for its passing.
  • (ii) If a new law were created as the result of an election, and at a later time rescinded as the result of another election, then that law is considered to have failed and can never again be proposed.

(7) Any rights, privileges, and authorities not afforded to the Kuhra Pritush by this charter are assumed to be reserved for Overseers, Captains, Adjutants, and other individual members of the Kuhra Pritush respective of their stations.

4. Addressment of Foreign Organizations:

(1) The Kuhra Pritush declares no outright hostility with outside organizations.

(2) The Kuhra Pritush recognizes only one associative organization known as the Cognition Corporation.

(3) The Kuhra Pritush may approach any organization it chooses for the purposes of proposing a temporary alliance to achieve common goals.

(4) The Kuhra Pritush expects no obligations to the Kuhra Pritush in forms of monetary or social compensation from other organizations, and will not consider ultimatums or negotiations that would harm the Kuhra Pritush or its members.

  • (i) Organizations considered to be pirate covens or crime syndicates will be offered the same cordial privileges the Kuhra Pritush would offer to any other organization, unless their accused activities are manifested against members of the Kuhra Pritush.

(5) If a conflict were to arise between the Kuhra Pritush and another organization, the official goal of the Kuhra Pritush would be the survival of the Kuhra Pritush and its members.

  • (i) The Kuhra Pritush has no aims to pursue war beyond the means of forcing an unconditional ceasefire.
  • (ii) The Kuhra Pritush will accept any white peace deals, and will neither return captured resources or wealth or demand the return of such.
  • (iii) During wartime, the Kuhra Pritush recognizes no law or rule of combat that would put the Kuhra Pritush at a disadvantage in the face of the enemy, or that the enemy themselves do not follow.
  • (iv) Officers of the Kuhra Pritush are instructed to keep a line of communication open with the officers of an enemy faction for the purpose of discussing formal agreements or negotiating terms of hostilities, if the enemy is so inclined.
  • (v) Officers of the Kuhra Pritush are not allowed to use these lines of communication for fraternization with the enemy, or any act considered treasonous to the Kuhra Pritush.

This charter has gone into immediate effect on the day of 18th of May, 2955 Standard Earth Year. Long live the Kuhra Pritush.
