The Maelstrom Cartel stands as a formidable and enigmatic force among the criminal underworld. Its origins trace back to a fateful meeting between two individuals who had once sworn to uphold the law within the UEE. One was a former UEE Advocacy cop, a tenacious enforcer of justice turned disillusioned by a system riddled with corruption. The other, a retired Navy commander with an unblemished record, grew disenchanted with the UEE’s increasingly authoritarian policies.
These two disillusioned souls, whose paths crossed in the darkest corners of a spaceport tavern, shared a common vision: to challenge the very establishment they had once served. Thus, the Maelstrom Cartel was born, a pirate organization with a difference. Their shared military experience became the cornerstone of the cartel’s hierarchy. Leadership and decisions were executed at a paramilitary level, ensuring a level of discipline that set them apart from typical criminal gangs.
The Maelstrom Cartel’s ranks swelled with a unique assortment of individuals, primarily composed of former law enforcement officers and ex-military soldiers. These disgruntled veterans found a new purpose under the cartel’s flag, as it provided them the opportunity to fight back against a system they believed had betrayed them. Beyond their core membership, the cartel employed an array of criminals from diverse backgrounds, uniting under a common cause – to plunder and challenge the UEE’s oppressive control.
Despite their criminal nature, Maelstrom Pirates adhered to a strict code of conduct, even at the lowest ranks. Defying the Stars, Forging Our Destiny
We, the members of the Maelstrom Cartel, stand united under the banner of defiance and purpose. Our origins as enforcers of law and order within the United Empire of Earth (UEE) may be unconventional, but it is precisely this journey that has shaped us into the formidable force we are today.
1. A Galaxy in Chains
The UEE’s grip on the galaxy has grown tight and unyielding. Corruption, oppression, and the erosion of personal freedoms have become the norm. We refuse to be cogs in this oppressive machine. The Cartel is the antithesis to the UEE’s iron-fisted rule.
2. Discipline in Chaos
As former law enforcement officers and military personnel, we understand the importance of discipline. Our actions are executed with precision, ensuring that chaos serves our interests and not our downfall. We are a well-oiled machine, even amidst the anarchy we sow.

Charter
Article I: Name and Purpose
1.1 Name: This organization shall be known as the “Maelstrom Cartel” hereinafter referred to as the “Cartel.”
1.2 Purpose: The primary purpose of the Cartel is to challenge and disrupt the authority of the United Empire of Earth (UEE) and its associated entities through a unified and disciplined approach to piracy, smuggling, and organized crime. We aim to create a space where our members can thrive and enact change within the galaxy.
Article II: Membership
2.1 Eligibility: Membership within the Cartel is open to individuals who share our vision and are willing to adhere to our principles.
2.2 Recruitment: Prospective members may apply for membership through established channels. The Cartel reserves the right to accept or deny membership at its discretion.
2.3 Hierarchy: The Cartel shall operate under a paramilitary hierarchy, with positions and responsibilities assigned based on experience, expertise, and commitment.
2.4 Discipline: All members are expected to maintain a high level of discipline and professionalism in their actions. Disobedience or actions that harm the Cartel’s interests will not be tolerated.
Article III: Code of Conduct
3.1 Compliance: All members must adhere to the laws and regulations of the Cartel as well as any applicable space law within the Star Citizen universe.
3.2 Unity: Members shall treat each other with respect and loyalty. Betrayal of the Cartel or its members is a grave offense.
3.3 Secrecy: The Cartel’s internal affairs and activities shall remain confidential. Members shall not divulge sensitive information to outsiders.
3.4 Professionalism: Conduct during Cartel operations must be professional and efficient. Unnecessary violence against civilians shall be avoided when possible.
Article IV: Leadership
4.1 Leadership Structure: The Cartel shall have a designated leadership structure, including a Supreme Commander and subordinate officers, responsible for decision-making, strategy, and day-to-day operations.
4.2 Decisions: Leadership decisions, including recruitment, major operations, and alliances, shall be made collectively with input from officers and members.
Article V: Operations
5.1 Types of Operations: The Cartel shall engage in piracy, smuggling, and other criminal activities designed to challenge the UEE’s authority and protect its members’ interests.
5.2 Targets: Targets shall be chosen strategically, with a focus on minimizing civilian casualties and maximizing profits.
Article VI: Amendments
6.1 Amendment Process: Amendments to this charter may be proposed by any member. Proposed amendments shall be discussed and voted upon by the leadership and, if necessary, the general membership.
Article VII: Dissolution
7.1 Dissolution: The Cartel may be dissolved by a unanimous decision of the leadership, or by a two-thirds majority vote of the general membership in extraordinary circumstances.
7.2 Assets: In the event of dissolution, remaining assets shall be distributed among members as determined by the leadership.
This charter represents the core principles and guidelines of the Maelstrom Cartel. All members shall be bound by its provisions and are expected to uphold the Cartel’s values and mission. Amendments to this charter may be made in accordance with Article VI, and any violations of the charter may result in disciplinary action, up to and including expulsion from the Cartel.
