A small coalition of former security contractors, black-ops infiltrators, and civilian defenders came together after a failed protection contract in a fringe system—where a colony was abandoned despite paying for UEE-backed security.
They didn’t walk away.
They stayed.
They fought.
They won.
From that moment, Outer Heaven became a name whispered across the Verse.
Not a corporation.
Not mercenaries.
Not vigilantes.

Charter
“Peace is not given. It is protected.”
This Charter defines the structure, rules, and operational standards of Outer Heaven.
Outer Heaven exists to provide security, stability, and protection across the Verse, operating where others will not, and answering calls others ignore.
All members are bound by this Charter.
I. CODE OF CONDUCT
All members of Outer Heaven are expected to uphold the following:
• Act with discipline, professionalism and control.
• Respect allies, civilians, and fellow members.
• Do not engage in piracy, griefing, or exploitation of the weak.
• Represent Outer Heaven with integrity at all times.
Reputation is as valuable as strength.
Any action that damages the organisation’s standing will not be tolerated.
OPERATIONS & CONTRACTS
• All contracts are to be reviewed and approved by a Warden or delegated authority.
• Once accepted, a contract is considered binding.
• Missions/Contracts are to be completed unless officially withdrawn or overridden by command.
• Team coordination and communication are mandatory during operations.
Priority order:
1: Protection of civilians and allies.
2: Mission success.
3: Asset preservation.
ALLIANCES & ENGAGEMENT
• Outer Heaven may form alliances with organisations that align with its values and goals.
• Members will respect allied forces and maintain operational cooperation.
• Hostile engagement is permitted only when justified by mission objectives or on a defensive stance.
Unnecessary conflict is to be avoided.
DISCIPLINE & ENFORCEMENT
Violations of this Charter will result in disciplinary action.
Depending on severity, this may include:
• Verbal or written warning.
• Temporary suspension from operations.
• Demotion in rank.
• Removal from Outer Heaven.
Serious breaches such as betrayal, piracy, or deliberate harm to civilians will result in immediate expulsion.
MEMBER EXPECTATIONS
Members of Outer Heaven are expected to:
• Support fellow members in and out of operations.
• Improve their skills and effectiveness.
• Follow leadership during missions.
• Contribute to the strength and unity of the organisation.
Every member represents Outer Heaven.
FINAL AUTHORITY
ZonedDadGaming/Liquid_Snake retain final authority over all matters concerning the organisation.
This Charter may be updated as Outer Heaven evolves.
