The Ladoch Dynasty did not set out to build a NewsOrg.
In 2951, an unnamed member of that house came into an inheritance drawn from family holdings on the working edge of UEE space — claims, haulers, and homestead leases that had paid the Dynasty for generations. The heir was expected to fold it back into the house books. Instead they spent a season on one of those leases: a hardscrabble plot where the harvest, the water claim, and the next fuel buy all depended on information that never arrived in time.
A jump-lane advisory sat in a Spectrum backlog while Empire Report ran a Senate vote. A pirate interdiction on a grain run was a footnote under a celebrity trial. By the time the outpost heard it, the crop was already sitting, the hauler was already late, and the credits were already gone. The majors were not lying. They were simply not talking to the people who live by the next shipment.
The heir had grown up around Dynasty ledgers. They knew what a missed bulletin costs a miner, a farmer, a homesteader who cannot afford a second jump. They also knew Rhetor. Reisse still carries more comms relays than any other world in the ’verse, and it is where the old Communications Alliance first learned to beat inter-system delay. If a people’s signal was going to exist, it would be built where the relays already were.
Rhetor Signal was chartered in 2952 with that inheritance and a single mandate: file the news that changes a livelihood, and get it across the jump before the damage is done. The Dynasty was not asked to endorse it. The house name does not appear on the masthead. The inheritance paid for the first desks, the first couriers — Mercury Star Runners on the data runs — and the first field kits. After that, the Signal was on its own.
Today the org sits beside New United, the Terra Gazette, and SSN/CAtv without trying to replace them. They will keep the Senate and the fleet. Rhetor Signal keeps the claim, the harvest, the haul, and the homestead.

The ’verse does not run on Senate minutes. It runs on whether a jump is open, whether a claim is still legal, whether a pirate pack moved onto a hauler route, whether a corp just changed the buy price on the only ore a settlement can pull.
Most NewsOrgs are built to be heard on Terra. Rhetor Signal is built to be heard on a dusty pad at dusk.

Correspondents go to the trench. Couriers move the packet. Editors cut for the citizen who has ten minutes before the next shift. If a story does not change whether someone can eat, haul, mine, or keep a roof, it waits.
The Signal belongs to the ninety-nine percent who keep the Empire standing and never get asked how their week went. We transmit by them, and for them.
I. Name and standing
This organization is Rhetor Signal, an independent NewsOrg. It is not a subsidiary of the Ladoch Dynasty. Dynasty members may contribute as private citizens. They do not set the desk.
II. Purpose
To gather, verify, and transmit news that affects the livelihood of working citizens across UEE space and the frontier — homesteaders, farmers, miners, haulers, techs, and the settlements that depend on them.
III. Independence
No government, corporation, house, or advertiser buys a headline. Funding from any source, including the founding inheritance, does not purchase editorial control. If it did, the Signal would close.

Membership is by work, not by name. A miner who files a clean advisory is worth more than a celebrity who wants a badge.
VI. Conduct
Represent the masthead. Do not use it to shake down a claim, a cargo, or a crew. Do not leak a source. Do not wear the mark into a fight you started. Violate this Charter and you are off the Signal.
VII. The audience
We serve the citizen who has to know. If they cannot hear us, we have failed, no matter how good the package looked on Terra.
