History Manifesto Charter

History

Founded by Jacob H. Armen in 2920, RISS was the answer to the call of many Earthlings and other Imperial systems. Due to the ever more taxing nature of Project Archangel, the UEE was unable to effectively combat most of the ever-increasing attacks by the Vanduul. RISS was formed as an answer to these problems. Meant primarily for small scale operations, RISS is not a replacement for a conventional military, but rather a method of filling a gap in the reach of the UEE defenses. Contracted both by the government as a whole, and wealthy systems or individual settlements, RISS, using usually only a small force, brought an imposing presence and an air of deterrence to any person or place under its protection. After the UEE began to regain its footing and revive its economy, the need for Rook gradually declined. Armen sold the company off in 2940, and since it has stayed a small but effective splinter group. Word has been spread throughout the ‘verse, however, suggesting that the new unnamed owner is aiming to bolster their numbers once again…

Manifesto

Rook Interplanetary Security Service is a proud private military corporation with a humble, yet respected history. Thusly, it is the goal of its new management to see to it that all operations conducted under its banner are done so properly, and with full disclosure given to all involved parties. Dishonorable content such as thievery, blackmail, strong-arming, or other blatant abuses of force used under the name of RISS will be met with severe punishment, including immediate termination from the company, seizure of all RISS loaned property, and possible legal ramifications depending of the nature of the offense.

Charter

As of the sixth day, of the fifth month, of the year 2920 (5-6-2920), the Rook Interplanetary Security Service comes officially into order, under the approval of the United Earth Empires and the appropriate governing bodies and officials, as a Imperial-licensed Private Military Corporation, created with the intention of serving the people of the Empire. With this charter, we set forth with our goal of creating a safer and more prosperous peoples, from the heart of Earth, to the farthest reaches of the Empire’s space.

REVISION (7-16-2925): Five years, ten days, and two months later, our charter is revised to include the expansion of RISS and its services to the Xi’an and Banu civilizations, having gained the appropriate permissions to operate in their space with the following stipulations:

Xi’an: Any entity, be it a person, colony, or corporation within Xi’an territory can appeal to the governing bodies appropriate to their location for RISS assistance in the place of Xi’an police or military forces, given the appealing party can prove the inadequacies of the aforementioned law enforcement agencies in handling the situation.

i.e: a fringe colony on a far off Xi’an system is having difficulties with raiders, and local police are ill-equipped to deal with such a force, RISS can be employed to neutralize the threat.

Banu: Given the inconsistent nature of the Banu’s only law enforcement body, RISS intervention requires nothing more than a formal letter from the people contracting the corporation to the appropriate governing body, and 10% of the agreed upon payment is to be paid (half by the contracting body, and half by the corporation) to the governing body as a form of taxation.
