In 2910, Musashi Industrial and Starflight Concern (MISC) became the first Human spacecraft manufacturer to formalize a lend-lease agreement with the Xi’an Empire.
The full details of the agreement remain closely guarded, but it is widely believed that Xi’an engineering significantly influenced several MISC platforms. Advances in maneuvering thrusters, efficiency systems, and flight control design would later appear in vessels such as the Freelancer and Razor lines.
As part of the agreement, MISC established Tokushu Sakusen Butai (特殊作戦部隊) — translated in English as the Tactical Operations Bureau (TOBU).
Originally funded and equipped by MISC, TOBU operated as a specialized security taskforce tasked with protecting emerging Human-Xi’an trade corridors within UEE space.
At the time, the United Empire of Earth Navy was stretched thin across expanding frontier systems. Piracy, espionage, and corporate sabotage quickly became significant threats to the newly opened trade lanes.
TOBU therefore developed a dual mandate:
Route Security: Escort and protection of MISC trade convoys transporting sensitive technology and materials.
Covert Recovery: Infiltration operations to retrieve or destroy stolen proprietary technologies.
Operating in small, disciplined teams, TOBU quickly developed a reputation for quiet efficiency and deniable intervention.
On November 10, 2945, the United Empire of Earth Senate formally declared war following a major incursion by the Vanduul into the Vega System.
For the first time since the Messer Era, the UEE military mobilized on a massive scale. Strategic priority shifted toward defending systems bordering known Vanduul territory.
Due to the proximity of the Centauri System to frontier regions, the majority of TOBU personnel were recalled from trade escort duties and redeployed to monitor activity in nearby systems: Nul and Elysium.
While TOBU was not a formal military branch, its teams frequently operated alongside UEE reconnaissance and militia forces during this period.
With the ongoing Vanduul War already straining UEE resources, the government launched the Militia Mobilization Initiative in 2946, encouraging the formation of civilian security forces and private militias to supplement system defense.
In 2947, the United Empire of Earth and the Xi’an Empire finalized the Human‑Xi’an Trade Initiative (HuXa).
The agreement loosened restrictions on cross-empire commerce and introduced incentives encouraging Xi’an Houses to conduct business with Human corporations.
While the initiative significantly expanded trade opportunities, it also produced an unintended consequence:
piracy and black-market trafficking increased dramatically along the newly active trade routes.
As civilian militias and private security organizations proliferated, MISC gradually reduced funding for TOBU operations. The organization was officially downsized, reorganizing into a small network of autonomous operational teams rather than a centralized force.
Heavy logistical work once handled internally was increasingly outsourced to trusted contractors, including private military groups and covert specialists.
Today, TOBU exists largely in the shadows.
Though no longer a large standing force, its agents remain active across several systems, often operating quietly behind corporate or militia fronts.
With the ongoing Vanduul War ensuring constant instability across the frontier, work for former and current TOBU operatives has never been scarce.
