The Office of Naval Intelligence (ONI) is the most secretive and powerful division within the United Empire of Earth Navy (UEEN). Founded in the mid-26th century during the height of the Second Tevarin War, ONI was created to fill a growing need for centralized military intelligence, counterinsurgency capabilities, and covert operational oversight. As threats to the Empire became more complex—ranging from alien adversaries to domestic rebellion—ONI’s role expanded quickly and aggressively.
Origins (2530s–2546)
Initially a subdivision of the Naval Strategic Intelligence Directorate, ONI emerged as a formal entity under Imperator Ivar Messer shortly after his ascension in 2546. Messer, recognizing the value of information and control, granted ONI broad authority and operational independence. The organization was given unrestricted access to naval resources, political intelligence, and research programs deemed too sensitive for public knowledge or Senate oversight.
ONI’s early successes during the latter stages of the Second Tevarin War—particularly in intercepting encrypted communications, sabotage behind enemy lines, and disrupting resistance movements—cemented its position as an indispensable arm of the Empire.
Expansion Under the Messer Regime (2546–2792)
Throughout the Messer era, ONI grew into an intelligence juggernaut. Its responsibilities included internal surveillance, black site operations, deep-space recon, and advanced weapons development. The organization operated with near-total autonomy and was widely feared—both by enemies of the Empire and by those within the government itself.
While much of ONI’s work during this time remains classified, declassified fragments suggest involvement in: • Counter-propaganda campaigns and civilian pacification. • Covert manipulation of Senate elections and media outlets. • Suppression and disappearance of political dissidents. • Early experimentation with synthetic intelligence and quantum encryption.
ONI’s power peaked during the late 27th century, when it effectively functioned as the Messer regime’s intelligence and enforcement arm.
Post-Messer Reformation (2792–2870)
After the fall of the Messer family and the reformation of the UEE in 2792, public trust in government institutions was at an all-time low. ONI, long associated with repression and secrecy, was officially investigated and “restructured.” While some of its known black programs were shut down, most of its core infrastructure was absorbed back into the Navy under a revised, classified charter.
ONI’s public presence disappeared, but its operations continued under multiple sub-divisions, often renamed or hidden within other defense initiatives. This period marked a shift in focus: from internal control to external threat management—particularly regarding growing Vanduul aggression and Xi’an espionage.
Modern Operations (2870–Present)
Today, ONI operates entirely in the shadows of the UEE military complex. Its activities span: • Long-range recon and fleet tracking in Vanduul-controlled space. • Surveillance of unregulated systems and fringe worlds. • Cyberwarfare, AI containment, and advanced R&D oversight. • Black ops against pirate organizations, corporate insurgents, and political extremists.
Its internal structure is highly compartmentalized, divided into Sections, each responsible for a specific domain—ranging from intelligence gathering and field operations to technological research and cultural interference.
Despite being largely unknown to the civilian population, ONI plays a vital role in maintaining the Empire’s security infrastructure. Many in the military view ONI with a mix of respect and suspicion—aware that while it operates to protect the UEE, it answers to no one but its own internal command hierarchy.
The United Empire of Earth prides itself on strength, structure, and sovereignty—but these are illusions without vigilance. While citizens live under the security of Advocacy patrols, Naval fleets, and imperial legislation, they remain unaware of the darker forces that seek to unravel everything we have built. Enemies seen and unseen, foreign and domestic. Vanduul raiders. Xi’an spies. Pirate cartels. Corporate insurgents. Corruption from within. The void is full of threats.
That is why we exist.
The Office of Naval Intelligence was not created to uphold ideals. We were created to protect reality—a reality shaped by power, maintained by control, and threatened by chaos.
We are the first to see the threat.
We are the last to walk away.
When diplomacy fails, we infiltrate.
When a fleet is compromised, we purge.
When knowledge becomes dangerous, we erase it.
We engineer outcomes before others recognize the problem exists.

• Intelligence:
We see everything. Through agents, surveillance arrays, embedded assets, and deep-code crawlers—nothing escapes our watch. Data is the battlefield; we dominate it.
• Covert Action:
Disruption, black ops, psychological warfare, assassinations—whatever keeps the UEE secure. When the Senate hesitates, we act.
•Containment:
Alien anomalies. Rogue AI. Experimental tech. Forbidden knowledge. If it poses a risk to the UEE, it is ours to study, control, or eliminate.
• Technological Supremacy:
From battlefield AI to prototype warships, we drive classified R&D to ensure the Empire stays one step ahead—regardless of ethics, treaties, or cost.
• Narrative Control:
Truth is the foundation of chaos. We curate the stories the public sees. Peace must be believed to be preserved.

Conduct black operations, psychological warfare, and strategic elimination of high-value targets to preserve UEEN superiority.

Suppress, monitor, and neutralize emerging threats including insurgent forces, alien entities, and rogue AI.
5. Information Control:
Manage public perception, suppress unauthorized knowledge, and maintain operational secrecy at all levels.
Authority:
ONI operates with full autonomy under UEEN High Command, with jurisdiction superseding standard military protocol when operational integrity is at risk.
