The Advocacy was formed in 2523 when the United Nations of Earth transformed into the United Planets of Earth (UPE). The Advocacy was designed to be an inter-system police force under the high advocate. During the fascist Messer Era, the Advocacy took on a darker role as the Imperator’s Secret Police, Intelligence, and Espionage agency. The extent of their actions are still unknown but Advocacy officials at the time were implicated in high-profile assassinations, the apprehension and torture of non-compliant elements in the populace, and propaganda mongers.

When the Imperator fell, they were reconstituted to their original purpose. While most planets were expected to police themselves, the Advocacy handled crimes that crossed planets and systems, fugitives and even extra-jurisdictional extractions (pursuit into Banu or Xi’An territory). Advocacy Agents are generally feared among the criminal community. They are well-trained in pursuit and apprehension techniques, equal parts hotshot pilot and thorough investigator. Most Advocacy Agents operate alone but teams of them can be dispatched for high-profile targets or situations of implied violence. The real danger of the Advocacy Agent is what they represent. A criminal could kill a cop and could probably kill an Agent under good circumstances… but they will just send another and another until they ghost him.

While the Advocacy does handle fugitives, they have been known to outsource to the Bounty Hunter Guild.

Ranks:

  1. High-Advocate (Alpha):
    • Alpha – They are dominant over all the rest of the pack and what they say should be considered law within their pack. They take an interest in what goes on in their pack and if they’ve been away for any length of time look to the Epsilon or Zeta to learn of what goes on in the pack. (Leaders)
  1. High-Guardian (Epsilon):
    • Epsilon – They are the Gaurdians of the pack. Their job is to ward off intruders and are responsible for the safety and wellbeing of the pack. They should have at one time been either an Zeta or Eta for they will need the skills of peace and fighting. Though they should only resort to violence should peaceful persuasion fail. (Gaurdian)
  1. Sheriff (Zeta):
    • Zeta – The war general of the pack. They take direct orders from the Alpha in case of a war. The Alpha may be the one to declare war, but the Zeta leads the army and plan the plans for war. They also train Eta to take his or her place in future. (War General)
  1. Deputy (Eta):
    • Eta – The Eta are the warriors of the pack. They are led by the Zeta during skirmishes and wars. Although they will take orders from the Alpha or other higher ranks if given, but the Alpha’s above all. (Warriors)
  1. Detective (Upsilon):
    • Upsilon – The Upsilon are the scouts or spies of the pack. They go into other pack territories in order to find out what’s going on. Afterwards they report back to the Alpha and tell them about all that they have seen, even should it just be that pups have been born. They will also report to the Zeta if they were asked to find wolves of their own for battle, or they report to the Alpha pair. (Scouts/Spies).
  1. Officer (Psi):
    • Psi – These are the subordinates of the pack. Usually new memebers or yearling wolves start here and must prove themselves before they are given a better ranking. However they need to be careful and achieve a higher ranking least they become the Omega. (Subordinate)
