The Garron system is a Fair Chance Act-protected planetary system in the United Empire of Earth (UEE) that consists of a G-type main sequence star, three terrestrial planets, and one super-Earth. Discovered in SEY 2784 by Imperial Pathfinders, the Garron system was found to have a planet that was home to intelligent life. This news made waves across the UEE and initially, Imperator Linton Messer XI proclaimed that the civilization would be contacted and uplifted. A team of scientists led by noted xenoanthropologist and linguist Dr. Michael Shiherlis was assigned to work from a nearby observation station to devise a means of contact.

However, after it became apparent that there were abundant valuable resources on Garron II, Linton dismantled the team and showed interest in mining the planet. Shiherlis broke protocol and released vast amounts of information to the public in the hopes of embarrassing the Imperator to inaction. Instead, Linton incarcerated Shiherlis for his opposition and began to terraform Garron II. The anti-Messer organization Tide obtained footage of the resulting devastation and released it over spectrum. This sparked outrage among the public and kicked off the events that led to the toppling of the Messer dynasty and Shiherlis' release from prison. In 2795, after the re-organization of the UEE government, the Senate passed the Fair Chance Act to foster the development of potentially new civilizations and protect them from potential harm.
