The world is hosted by the server hosting service for free. Each world can hold 20 Hagga Basins, and each hagga basin can be configured to hold up to 36 players, which provides a population of 720 per world. On Nitrado, it costs 35 Euros a month, to run a server for 36 people. Times 20 servers per world is 720 Euros a month, which can finance another world, + still have revenue. It's a scalable solution. I think SC's current server capacity is also around 700 - 800 isn't it?
