There are two questions Is this a full loot game? Is there insurance for stolen items? As long as the answer to both is "yes", you will have insurance fraud. The only thing you can do it is try to tell fraud from non-fraud (good luck) and punish it. Anything else is back tracking on one of the two points above; and usually destroying the "no magic" at the same time.
