Seeing someone flinging around a ship with a hand held rifle sized tractor beam feels incredibly wrong. So here's my suggestion. - A hand held tractor beam (pistol/rifle sized) can take small to medium boxes within a gravity well - Each ADDITIONAL small tractor beam allows to up 1 size to a single person ground vehicle (bike) up to say, a Cyclone but not Rover or larger - The objects/ships mass also impacts how fast it can be moved and how it accelerates and slows down - Anything larger needs a vehicle mounted tractor beam when used in a gravity well - The object/vehicle that has a tractor beam needs to be LARGER than the object it tries to move That means you need (for example) a Cutlass with it's tractor beam to move an Aurora on a planet. - In space the size of a tractor beam only impacts how quickly you can move and slow a moved object down (inertia) - Tractor beam should be based on volume and not mass because then each tractor beam size can be tailored to a specific cargo volume or vehicle volume
