This is an observation. It may be right, it may be wrong, but I am definitely seeing this right now. Following the launch of 4.0, servers were full and Stanton was a graveyard. Recently, I've seen server numbers decrease and player traffic in Stanton increase. My personal opinion is that people, not everyone - but a lot of people, are finding out that Pyro is no fun when you can't do a simple box delivery mission without being nuked by a murderhobo. Hopefully in 2025 Q2, we'll see some improvements to help with this situation.
