We have a mined out system, with no industrialization, no manufacturing at scale, that is supposed to be both environmentally hazardous and with distances too vast to cross with common ships. A system where resources are scarce and local gangs fight each other for scraps. A place not worthy of the attention of the UEE Navy. Being a criminal is supposed to be "hard mode." Choices are supposed to have consequences. People of Pyro should be going into Stanton (and Nyx, Castra, and Terra) to get things they need, braving the law and bounty hunters. Yet, instead of being a place for the truly desperate, where criminals hide out between jobs. A place like "hole in the wall" or "shipwreck cove" it's where all the good stuff is? From the next planet until the planets after 1.0 it's the travel nexus for the 'verse? Instead of desperate criminals coming out to do crime, we have criminals sitting in Pyro, like spiders in a web, picking off miners, salvagers, and haulers, who have no recourse. Easy mode. The main road and rail line runs right through Hole In The Wall. The only shipping lane run right through Shipwreck Cove. It makes no sense. The fix? Add Hadrian to 1.0 Remove most of the valuable resources from Pyro and put it in the surrounding systems. Industrialized systems, like Stanton, are industrialized because they have raw materials and resources. Anything more than grade C parts should only be in Pyro as one of one parts. Even Grade C should be limited. Get rid of the extra fueling stations. Make things in Pyro much more expensive and limit quantities. Now we have criminals fighting each other for parts. Now we have reasons for smuggling, piracy, hijacking cargo, theft, claim jumping and other crime. Now we have criminals earning crime stats. Now we have criminals risking run-ins with the law and bounty hunters. Crime is no longer easy mode. PVP is still PVP. And we have emergent gameplay.
