It shows that the approach to balancing ships is to "just make it up". Instead of making a world where there are rules. Where power plants have mass and fuel consumption and heat generation and power generation. Instead of making a world where engines have mass and reaction mass consumption and heat generation and power consumption. Instead of making a world where weapons have mass and power consumption and heat generation. Instead of making a world where ships are built using in-game rules and the ship capabilities are the result of those rules. CIG is saying "well, I think think ship should be able to shoot this many time". The idea that ship A runs out of power for weapons while ship B with the same power plant, and more mass, and more shields, and more guns, has more left-over power?!? And balancing 1000 things manually is nigh impossible. You balance by making rules that all things have to follow and then building the best things you can within those rules. Artificial limits, like requiring crew to push a "fire" button, or capacity changes that happen because the ship magically has more or less power for weapons than it did yesterday... they are impossible to get right and the source of tons of abrasion.
