Both sides must have the potential to enjoy the situation at least to some extent. And it really only comes down to the potential for a good situation. If you don't like PVP yourself and therefore can't enjoy the thrill of a situation, that's a completely different issue. But if a situation can never offer any value to one side at any possible time, it's bad game design and should be removed. Period. Without exception. A random encounter between two players in a lawless system? Good PVP, brings excitement. A trader potentially at risk when transporting valuable cargo? Good PVP, brings excitement. Someone camping a hangar and people can't leave the station? Annoying and bad game design. Someone has no chance to escape, can't defend themselves, and is completely at the mercy of another person? Annoying and bad game design. It's not that difficult. I know some are lazy and love the small dopamine rush when they can shoot someone down without any resistance. But such people are pure poison for a good MMO.
