Turrets are not enough. Don't pull punches either. Any NPC faction, lawful or lawless, has assets to protect and "business" to protect. Right now we only have the nebulously reliable "scanning" ships and we all know those are just contraband security. Not a defense fleet. Even Grimhex or Pyro Stations don't want some random Citizen starting trouble outside their metaphorical "air space." Their gangs control things. Not the players. Lawless =/= No consequences. You think Grim Hex will just be "chill" with some citizen preventing their hangar service business because "No law out here"? No! They'd send out goons to show you who's boss! If anything, they'd aim to kill when lawful system might capture. If players want to blockade a station, they have to resist "attrition" from NPC factions fleets. It's always been canon that these NPCs have VASTLY more resources then most players. Make more ships jump in constantly. Hurston would be able to afford 100x the ships and crew any player could afford. Use it. Multiple Hammerheads, Super Hornets. Retaliators. Javelins?. All perform "well enough" with the AI. Just have packs of them in patrols around a station. Remember, it's not about "can the player kill them?" Because of COURSE they can. No AI will "stop" players from causing trouble. It's about making something like a "Blockade" take a little more effort then just seal clubbing. It will "Slow Down" Players from trying things like Blockades or just griefing. It turns the "near zero" defense the space stations have to "any defense at all" and that'll be huge. It's like the capitol cities in World of Warcraft. Yes you CAN seige them. There's no magical gaming force stopping you. But they put such overpowered NPC defenders in place so it'll be pointless to try unless you prepare something BIG. Make players who want to "Blockade" a station put some WORK and PLANNING into it and bring something BIG.
