Step 1: Give players more cash. The 15 Million was good enough before the ship prices were increased. You could get every ship. These days if you want something bigger, you gotta grind for it like on live. Potentially loosing it 24h later with next PTU. That pushes folks to stay on more "permanent pastures" aka. Live. With more cash people would just recopy, get the ship they want and get right back to testing. Step 2: Give new ships to everyone on PTU. Its a no brainer. People like new ships. Its what makes most of your money. If they get to testfly something new many would be more likely to try PTU. And if people like what they are seeing they might be inclined to buy it thus even boosting sales. And certain issues might get noticed earlier. Step 3 (that you seem to be doing this time): If there is no specific reason, dont do waves. Push it right to all players so everyone who wants can test. Step 4: Give us tasks. Testing focus in the Patchpost is usually to unspecific. Give us a checklist of what exactly we should do. Step 5: Rewards Instead of given few people a big reward (like a ship) for reporting duplicates on the IC (easily abused), give everyone who takes part a small reward. Like make a Test-Ladder. X ammount of hours on PTU gets you a little trinket. Crashtest Dummy skins for ships, decorations for the hangar. Stuff exclusive to PTU. People like getting stuff.
