Since we can choose the thread display type, classic user don't see to whom they reply and often create a top level post. As seen in the example, the user intent to reply to a post but instead uses a full-text quote and creates a top-level post. (I don't intent to call out this user especially, it's merely an example and many more can be seen in nearly every other thread.) In my opinion, trying to support both thread types was a mistake and CIG should only allow nested since it's the future but.. oh, well... For a more implementable solution, I would suggest that there is a visible warning if a new top-level post is made and that each post which has a quote in it, is automatically a reply to the post it's quoting.
