Since late 3.8 or early 3.9 we've needed to tag the patch version we are referring to when posting anything on Issue Council. Since then, the "reply" button on contributions has been unable to submit. My guess is that the form validation requires the new patch tag but there is no field available when doing a reply to pass this validation. Please fix the ability to reply to contributions (for example, when a report is marked invalid and the reasons given for the invalid are not correct ... there is no way to directly reply to the report ... only option is to edit the main issue and state you're replying to a contribution). Issue Council may or may not be technically considered a part of Spectrum. However it's the closest option available for providing feedback. PS.
