I know org ranks have been broken for awhile, years even, but today I figured out that you can in fact change them if you are careful about it. Firstly, you can only safely change one rank/title at a time, anymore and you risk breaking it. Secondly, when you save, you need to click save and wait a moment, I also click off the rank and take my hands off my keyboard to avoid making it break. If you leave it be for a moment, it should save. Most importantly, and what I believe to be the core issue itself, if you see a rank refusing to change, change it to something completely different that you never tried before and then repeat the previous steps. My theory is that the website is using two different databases (one exclusively for web use, and another [primary] for later in-game implementation?), and they aren't updating at the same time, there's a delay. So if you "update" a rank but don't wait long enough, one server will have the change saved but the other database (presumably the one we directly see on the org page) doesn't, so when we go to "fix" the issue, the server doesn't and throws an error because it's seeing the change is already there on the main[?] database. It can't change it to CEO if it's already CEO, we just can't see that it's changed already, thus we see this "nothing happened" result. If I'm wrong, I'm wrong, but doing this has allowed me to fix ranks that I've been fighting with for actual years. I literally just tried to fix them a few days ago and like 1-2 stuck but I wasn't sure why. My tests I did just now confirmed it on my end. If you're having similar issues, try what I said above and just take it slow, and if you are one of the Spectrum developers, maybe look into this find.
