I have been unable to prevent this notification from popping, with the following settings, in Windows 10 and Spectrum: System – Notifications and actions. All settings switched off. System – Privacy – Location. All settings switched off. System – Privacy – Notifications. All settings switched off. Spectrum settings – Enable browser notifications. Switched off.
