Sometimes limitations is a good thing. In the case of never ending procedually generated content filling up a hard drive. The game should be designed such that filling a hard drive with never ending procedurally generated content is nearly unachievable. because the player has the limitations bestowed upon them that make traveling the long distance necesary to fill a hard drive is nearly unachievable. Follow? If PG content because a issue of filling up a hard drive, then they should design the game so that one orbital system to another is a considerable distance. And limitations like expensive fuel make it hard for a person to be able to keep exploring. So a hard drive is very difficult to fill with content. I really hope they take the PG concept to the next level. its disapointing video games do not consume more. World of warcraft was a custom made experience and for that reason it only used 1/4 of the storage on my HDD. but with the potential for procedurally generated content, its possible to max out a hard drive, and to prevent this, the game design needs to be such that achieving max storage is near impossible to achieve by creating limitations on resources necessary to get there. fuel is one of those possible limitations. And i hope for that reason fuel is expensive. The rare is exotic, and the exotic is interesting, and interest keeps us playing games. So lets hope they put no limitations on exploration and instead use resistance in the form of fuel consumption to limit our determination to max a HDD.
