I have an Intel Core i5-4460 quad-core that runs at 3.20 GHz, and my CPU usage is almost always capped when running SC. No, before anybody says it, I do not have background processes running, this is just the game itself. I also only have 16 GB of RAM installed, which is enough to barely meet Chris Robert's recommended, so that may or may not be a factor, I'm not sure. On top of that, I had the graphics set to their full capabilities, so again, go figure. My point is that I want to see if other people experience the same levels of CPU usage on their rigs, as I'm currently in the market for more computer parts in order to future-proof for this game.
