In the military an admiral/general (4-5 star)are usually in charge of L1 or above meaning, they run units and formations. A wing commander is just an L2-L3 as you have multiple of them within units. A Grand Admiral which implies even higher status as a regular admiral would be even higher in the pecking order. So how is it that they are the lowest levels in the rankings?
