Does any part of the UEE (or Banu or Xi'an) have a Guaranteed Basic Income? (edit: changed it from Universal Basic Income because it obfuscates the meaning of the question. This isn't a request for free UEC as some have suggested, just curiosity about whether it exists anywhere in the lore of 2947).
