How will you address the issue of time sensitive ore and cargo to have some kind of priority in the hangar queues so you're not waiting 600 seconds or more? Here are some ideas: Like the cargo deck has a separate ATC, maybe the refinery (which has a physical location visible on the outside of the station) can have reserved hangars and a separately named ATC to control access to them. This ATC would receive a data feed from your ship to determine who has the least amount of time left on their quant to get them first. Increase the time for these products. Add more hangar modules to existing and newer stations. Place freight elevators on external pads so we can store the ore bags while we wait. (Reclaimers might even use these)
