The ICC is described as being a government organization that's responsible for overseeing virtually all of the major mapmaking operations in the verse, including charting newly discovered jump points & star systems. In fact they're actually the ones responsible for keeping the Starmap up to date! So it seems logical to me that even though the ICC is not technically a military organization per se, they likely would've been one of the first major orgs to make extensive use of Carracks for their cartography/survey missions back in the days when the ship was still under wraps. Is this true? Or was the Carrack strictly a UEE Navy pathfinder before it was declassified & the ICC mostly used Endeavors instead for all their cartography needs?
