Quick question for anyone that knows... In the Q&As for ships, when they post stats about ships and say that such and such ship will have X SCM speed, are they referring to the speed with the stock components that the ship comes with, or are they referring to the min/max that the hull will be able to support before/after component upgrades? Preferably with sources. Thanks.
