During the Concierge event a couple of months ago, Chris Roberts expressed some uncertainty regarding if it would be possible to have a single universe for truly everyone, even with dynamic server meshing. The issue is the speed of light versus ping, where players that are very distant from the server they are on would have poor latency. The obvious solution is to shard the 'verse into different regional shards, where players choose what region they play in. Having regional shards (Europe, Americas, Oceania) would give players in each region great ping as long as they play in their own region. Unfortunately, it would also fracture the world, and Star Citizens from different shards wouldn't be able to meet unless they run multiple alts on the different shards. It would also create a huge problem for all the global orgs. I have a suggestion for a fourth, "follow-the-sun", global shard. The Global shard moves which servers are active around the world in accordance with time. So, during the time of maximum activity in the US, the global shard will run on US servers. All players in the Global shard (from everywhere in the world) play on the US servers during the US peak hours. As the sun moves on, servers are spun up in Australia, and once the time for main activity in Australia comes, all the Global shard players are moved to Australian servers. Next the Global shard moves to Europe, and then back to the US again. This would give each region the best ping during that region's peak hours, but still allow you to join friends from across the globe, albeit at a poorer ping during your region's off hours. We could still keep the region shards that always give good ping per region, e.g. for players that usually play outside peak hours for their region, but for players that value community before ping, as well as global orgs, I think such a "follow-the-sun" Global shard would be very welcome.
