Reputation Gating is wonderful! There should also be Proof of Player Skill Gating. Just like in the game America's Army where players had to prove that they had the skill to evade the enemy before becoming Special Forces or prove that they could use a sniper rifle before gaining access to a sniper rifle. Players should be forced to prove that they can pilot the different types of ships before receiving licenses to fly those ships. Likewise for weapons. The UEE should require its citizens (the player) to prove their skill to use them. Using anything that requires a Proof of Player Skill license without the license should cause the character to become a criminal. No advanced society would ever allow a random 4yr old player to pilot a javelin without first testing the player's skill and then providing a certificate / license that proves the player has the skill. This is not the same and should not be confused with character leveling / attribute point gating. The character doesn't gain levels or need to have X attribute points in dexterity... the player simply needs to have the skill to complete a practical test.
