This has been nagging at the back of my head for years, but I finally managed to formulate the question. There has been work on "bringing the combat speed down" for a long time. I can kind of imagine roughly what that should look like when looking out my cockpit window, but what does it technically mean? I got an epiphany when teaching a new player about PvP dogfighting. I mentioned that the important speed to look at when in a dogfight is your speed relative your target (you see this speed on the target marker when you have someone targeted). The "actual" speed, i.e. the speed you read on you speed bar on your HUD is close to irrelevant when dogfighting (it only matters because when the speed bar is high, the game gets a bit janky in some patches). The speed relative your opponent is really the only speed that matters. So the question is, which one of these two speeds are we talking about when we say "bringing the combat speed down"? Also, could we get the speed relative opponent on our speed bar? It would be far quicker to read than the tiny numbers on the target marker.
