After a BIOS update and fresh Win10 install my PC has been horrible at running Star Citizen: stutter and very low frames (15-25 fps), even though the CPU/GPU/RAM have low usage and low temps. I've shut down all the background processes and made sure I had all the latest drivers. Using Latency Monitor I discovered that ACPI.sys was using up over 6% of my computer's time with excessive amounts of ISR. That's about 65,000 interrupts per second ! I've tried just about every trick I could find online but nothing makes any improvement.
