UPDATE: I switched on my Proton VPN connection w/ a US site in AZ and its downloading at 25MB/sec. This is a network packet/switching issue now. Their deployment/network team needs to assess how they're handling network traffic via what I suspect is AWS to Spectrum customers. Original notes are below..
