The user cycles the lever action that ejects steam/electric arcs to 'cool it' ... rifle auto-charges up similar to the laser sniper rifle so you can fire it normally without needing to wait for its recharge, or wait for the charge up to fire full damage blast. Plasma bolt would have a rather slow projectile speed (you can see it coming and dodge it) but has very high penetration and emits EMP aoe damage on impact. Basically you use this vs other super heavy suits, vehicles and ships.
