Are Tevarin considered aliens? The UEE did conquer them 400 years ago. They are now a part of the Empire. The Vanduul are clearly a threat. The Xi-an are sneaky and probably trying to destabilize the UEE. I can't find any proof but I would bed UEC that the Banu are planning an economic takeover of the Empire.
