History
Blackrock didn’t start in a boardroom; it started in the lawless fringes where the UEE won’t go and pirates have too much leverage. We realized early on that there’s a massive gap between ‘legal’ and ‘necessary.’
We handle the contracts others won’t touch, escorting ‘unregistered’ cargo through Pyro, holding ground in disputed sectors, and hitting targets before they even know we’ve jumped into the system. We’ve moved past being just another PMC. We’re a tactical enterprise. Whether it’s a stealth infiltration or a full-scale fleet engagement, we don’t just show up, we dictate the terms of the fight. Preamble
Blackrock Tactical Enterprise is a private military company built on the principles of loyalty, discipline, and ambition. We operate with purpose, ensuring the security and prosperity of our members while asserting our influence across the galaxy. This Charter defines our mission, values, and operational framework, serving as a guiding document for all members of Blackrock.
Article I: Mission Statement
Blackrock Tactical Enterprise exists to provide premier tactical, logistical, and operational services. We aim to secure wealth, power, and stability for our members by dominating the chaotic frontier and leveraging opportunities in both lawful and lawless territories.
Article II: Core Values
Loyalty: Every member of Blackrock is committed to the collective success of the organization. We prioritize the safety and well-being of our crew above all else.
Discipline: Precision, preparation, and adherence to the chain of command ensure the success of our operations. Recklessness has no place in Blackrock.
Ambition: We seek to expand our influence, strengthen our resources, and leave a lasting legacy among the stars.
Article III: Governance and Structure
Chain of Command: Blackrock is governed by a structured hierarchy, ensuring clear roles and responsibilities. Officers are chosen through demonstrated skill, leadership, and dedication.
Leadership includes Commanders, Officers, and Section Heads.
Crew members are encouraged to rise through the ranks by excelling in their assigned roles.
Decision-Making: Strategic decisions are made by the leadership, guided by the collective input of key personnel and operational intelligence.
Trial Periods: Officer positions are subject to a six-month trial to ensure only the most capable leaders retain command.
Article IV: Standard Operating Procedures (SOP)
Communication: Clear and concise communication is mandatory during operations. Orders from command must be followed promptly to maintain cohesion.
Preparation: All missions are preceded by thorough planning and readiness checks. Members must ensure their equipment and ships meet operational standards.
Engagement Protocols: Operations follow Blackrock’s Rules of Engagement to minimize risk and maximize efficiency. Tactical retreats and negotiations are prioritized when outmatched.
Article V: Rules of Engagement (ROE)
Prioritization of Peace: Strategic withdrawal or negotiation is preferred over unnecessary conflict, particularly when facing superior forces.
Targeted Action: Engagements must align with mission objectives, avoiding unnecessary collateral damage or resource expenditure.
Adversary Designation: All non-Blackrock entities are considered hostile unless specified as neutral or allied through explicit agreements.
Article VI: Membership
Recruitment: Blackrock welcomes individuals with the skill, discipline, and ambition to contribute to our collective goals. Recruits are vetted thoroughly before acceptance.
Expectations: Members are expected to uphold the values of Blackrock, contribute to operations, and respect the chain of command.
