The Cirrus Pact began as a coalition of small independent operators who found themselves repeatedly thrown together during contracts along the Stanton–Pyro corridor in the late 2890s. Originally, the group formed out of necessity rather than ambition—a mix of freelance agents, security wardens, and field investigators who kept crossing paths responding to the same distress calls, bounty postings, or missing-cargo alerts.
Over time, these repeat encounters revealed a pattern:
the official authorities arrived too late, larger orgs didn’t care, and most frontier settlements were left to fend for themselves.
The founding members drafted what became known as the First Accord, a simple three-line agreement that would later evolve into the Pact itself:
Respond when called.
Stand for each other when no one else will.
Leave profit to the ledger, not the priority.
The name “Cirrus” was never intended to be poetic. It was originally the codename of a shared encrypted channel used by the group — chosen because it was short, unused, and forgettable. The “Pact” part came later, once the operators realized they had formed something more structured, something worth maintaining.
As their cooperation deepened, the organization slowly developed internal ranks to measure experience and reliability: Initiates began as fresh operatives with something to prove; Agents handled standard fieldwork; Sentinels and Wardens provided stability on higher-risk contracts. Arbiters emerged as senior decision-makers who mediated disputes, validated high-priority missions, and spoke for the group when external negotiations demanded authority.—
Finally, the Prime rank—a title granted not by vote, but by consensus of the Arbiters—cemented itself as the highest station. The Prime serves as the Syndicate’s strategic compass: approving alliances, overseeing major assets, and maintaining the integrity of the Pact.
Today, the Cirrus Pact operates quietly but effectively. Not a megacorp, not a PMC, and not a shadow cartel—they remain something rarer:
a disciplined, multi-role faction bound by trust, built by necessity, and sustained through capability.
Their numbers stay intentionally small.
Their focus stays intentionally narrow.
Their reputation grows effortlessly.
Where official help is late, and where Frontier chaos makes honest work dangerous, The Cirrus Pact’s calling card is recognized:

Across the systems, chaos is constant—pirates, corrupt factions, silent disappearances, abandoned contracts, and the people no one else will help. The Cirrus Pact exists to answer those gaps. Where law fails, where corporations retreat, where syndicates prey, we intervene with measured intent.
We are not bound by ideology, politics, or the banners of the moment.
We are bound by the Pact: a commitment to operate with competence, accountability, and unity. Every member—Initiate or Prime—upholds the same oath: complete the mission, protect the team, uphold the Pact’s reputation.
The Cirrus Pact stands on four pillars:
Capability — We train, refine, and equip ourselves to handle any contract: bounty, recovery, escort, logistics, rescue or investigation.
Discipline — We operate cleanly, decisively, and without unnecessary conflict.
Discretion — We help those who request our aid and stay out of the spotlight when not required.
Solidarity — A member stands for The Cirrus Pact; The Cirrus Pact stands for its members.
We neither seek conquest nor chaos.

Article I — Purpose
The Cirrus Pact exists to coordinate multi-role operations including contracts, bounty retrieval, investigation, logistics, rescue, and enforcement with professionalism and integrity.
Article II — Membership
Membership is open to individuals who demonstrate discipline, competence, and cooperative intent. All recruits begin as Initiates and may advance through participation and performance.
Article III — Ranks
The Cirrus Pact recognizes the following operational ranks:
Prime – Leader of the Pact, holds final authority.
Arbiter – Senior adjudicator of disputes, mission authority when Prime is absent.
Warden – Tier-two operational manager; oversees teams, training, and standards.
Sentinel – Active operational core: bounty, rescue, missions, enforcement.
Agent – Verified operative with full Syndicate access.
Initiate – New members under assessment.
Article IV — Roles
Roles represent administrative permissions, not rank:
Director – Governance & approvals
Command Lead – Internal operations oversight
Intake Officer – Member screening & onboarding
Communications Chief – Public presence & communications
Any rank may be assigned any role based on trust and skill.
Article V — Conduct Standards
All members are expected to act professionally, avoid internal conflict, respect fellow Cirrus Pact members, and represent the Pact with reliability.
Article VI — Decision Authority
The Prime holds ultimate decision-making power but may delegate operational authority to Arbiters and Wardens when required.
Article VII — Amendments
The Charter may be updated by the Prime with counsel from senior ranks.
