The Lie of Safety For decades, we relied on a promise. The promise that the UEE Banner meant safety. We believed that if the worst happened, the Navy would answer. But the Verse is vast, the void is cold, and help is often light-years away.
The Citizen Secure and Protect Program wasn’t founded in a boardroom on Terra. It was forged in the burning debris field of a civilian convoy in the Vega Sector. It was a routine run—medical supplies, machinery, colonists looking for a fresh start.
Day Zero When the ambush struck, it was calculated and brutal. Pirate swarms descended on the heavy freighters like vultures. The distress beacon was lit immediately. The UEE response came back crisp and bureaucratic: “Task force en route. ETA: 45 minutes.” We didn’t have 45 minutes. We barely had 45 seconds.
In that moment, a handful of escort pilots—retired militia, private contractors, and civilians in armed industrial ships—made a choice. They could have spooled their Quantum Drives and fled. Instead, they turned into the fire.
The Iron Wall The comms crackled with the voice of a freighter captain, the man who would become our first Director: “Nobody is coming to save us. We are all we have. Form up on the lead hull. Hold the line.”
It wasn’t a graceful battle. It was a brawl. Shields shattered, hulls buckled, and ammunition ran dry. When the guns clicked empty, we used our ships as physical shields to block torpedoes meant for the families aboard the transports. We bled, we burned, but we did not break formation.
The Birth of the Program When the UEE Navy finally dropped out of Quantum, expecting a graveyard, they found something else. They found a battered, smoking, but unbroken ring of ships. The pirates were scattered or destroyed. The civilians were alive.
That day taught us the only truth that matters: Citizens must protect citizens.
From those ashes, the Citizen Secure and Protect Program was born. We are not mercenaries chasing the highest bidder. We are the answer to the silence of the void. We are the guarantee that when the government fails, humanity does not.

Preamble
The Universe is vast, indifferent, and perilous. While the Empire expands, the safety of the individual is often lost in the black between stars. We recognize a hard truth: Help is rarely coming in time.
Therefore, we, the members of the Citizen Secure and Protect Program, bind ourselves to a higher standard. We step forward to fill the gap between the law and the lawless.
Our Core Principles
I. The Shield, Not the Sword We are guardians, not aggressors. We do not seek conflict, but we end it with overwhelming precision when it finds us. Our weapons are tools of peace; we fire only to protect life, liberty, and livelihood.
II. Presence is Protection The UEE Navy cannot be everywhere, but we can be where it matters. Whether escorting a Hull-C through a pirate blockade or securing a mining outpost on a hostile moon, our presence alone is a deterrent. A CSPP vessel on the radar signifies safety.
III. Integrity Before Credits We are professionals, not marauders. We do not extort, we do not betray, and we do not abandon a contract. When we accept a mission, the client’s safety becomes our obsession. We hold the line, regardless of the odds, regardless of the cost.
IV. Citizen for Citizen We believe in the strength of the community. We are the line drawn in the sand against those who would prey on the weak. We protect the haulers, the miners, the explorers, and the dreamers.

ARTICLE I: PURPOSE AND MANDATE
The Citizen Secure and Protect Program (CSPP) is a private paramilitary organization dedicated to the preservation of order and the defense of civilian assets within the United Empire of Earth (UEE) and unclaimed systems.
Our Mandate is threefold:
Deterrence: To provide a visible security presence that discourages piracy and aggression.
Intervention: To actively engage hostile threats that endanger our clients, our members, or innocent civilians.
Recovery: To ensure the safe retrieval of assets and personnel from high-risk environments.
ARTICLE II: OPERATIONAL DIVISIONS
To ensure efficiency, the CSPP is divided into specialized branches. Members are assigned based on aptitude and ship classification.
Defense Division (The Shield): Heavy escorts, gunships, and fighter wings. Their primary role is combat air patrol and fleet defense.
Logistics & Support (The Lifeline): Refueling, rearming, medical search & rescue (SAR), and secure cargo transport.
Intelligence & Recon (The Watch): Scouting, pathfinding, and threat assessment.
ARTICLE III: RULES OF ENGAGEMENT (ROE)
All members of the CSPP are subject to strict Rules of Engagement. We are professionals, not vigilantes.
Defensive Posture: CSPP forces generally hold a defensive posture. Weapons free is authorized immediately upon:
Hostile lock/scan by known criminal entities.
Aggressive maneuvers against a protected asset.
Direct fire upon CSPP or allied vessels.
No Piracy: Any member found engaging in piracy, extortion, or unprovoked aggression against lawful citizens will be immediately discharged and blacklisted.
Client Confidentiality: The nature of a client’s cargo and route is classified. Leaking operational data is treason.
ARTICLE IV: CODE OF CONDUCT
Uniformity: When on duty, members must adhere to the designated comms discipline. Clear communication saves lives.
Chain of Command: In combat scenarios, orders from the Flight Lead or Squad Commander are absolute. Debates happen after the battle, not during.
Respect: We represent the best of the Verse. Toxicity, griefing, or harassment in global chat undermines our reputation and is prohibited.
ARTICLE V: ASSETS AND PROFIT SHARING
Contract Pay: Proceeds from organization-wide contracts are split based on participation, with a percentage tithed to the Org Bank for operational costs (fuel, repairs, capital ship acquisition).
Individual Enterprise: Members are free to pursue personal wealth (mining, trading) when not on active deployment. CSPP provides security for its own members’ operations priority.
RATIFICATION
By accepting membership into the Citizen Secure and Protect Program, the pilot agrees to uphold this Charter. We are the wall between civilization and the void.
