We acquire what others can’t — or won’t.
Our black‑market deals in everything from cheap Caranite to crafted weapons to highly sought‑after wikelo items. If it’s needed, we move it. If it’s wanted, we supply it. If it’s unwanted, someone will pay for it anyways.

- Enemies of ours such as Blackrock should be treated as any other victim, degrade them how you seek fit. It’s recommended you leave a message for all others who oppose us or undermine our Cartel.

The Cutlass Cartel exists to operate as a unified black‑market network, trading fleet, and maritime guild across the verse. We function as a collective of independent operators who choose strength, profit, and freedom over conformity. Our purpose is simple: build something of our own, on our terms, and become indispensable to the verse.

2. Structure & Membership — 2.1 Open Network Any member of the Cartel may pursue any gameplay loop they desire, provided it does not harm the Fleet or undermine the Cartel’s reputation.

2.2 Loyalty to the Fleet
Members are expected to support fellow Cutlasses when called upon. We do not abandon our own. A united fleet is our greatest weapon.

2.3 Advancement
The Cutlass Black Fleet represents the next tier of responsibility and prestige. Entry requires initiation, demonstrated loyalty, and proof that a member can carry the Cartel name with weight.

3.1 Professionalism in Crime
Whether trading, smuggling, escorting, or acquiring cargo through less‑than‑legal means, members are expected to operate with discipline and professionalism. Crime is business, and business stays booming.

The Cartel does not micromanage or dictate how members spend their time. Play however, whenever, and with whoever you want. Represent the Cartel when you choose to send a message.

Your actions reflect on the Cartel. Maintain a presence that strengthens our influence, not weakens it.

4. Partners & Alliances 4.1 Certified Partnerships Recognized partners of the Cartel are to be treated with respect, reliability, and professionalism. When we shake hands, we mean it.

Partnerships exist to expand trade routes, secure resources, and increase profit for all involved. Members are expected to honor agreements made in the Cartel’s name.

## 5. Enemies & Hostile Entities
5.1 Hostile Groups
Enemies of the Cartel — including groups such as Blackrock — are to be treated as any other target. Members may engage them as they see fit.

5.2 Leaving a Message
When dealing with hostile entities, members are encouraged to make their actions clear and memorable. Let the verse know what happens when you cross the Cartel.

6. Black‑Market Operations 6.1 Trade & Acquisition The Cartel deals in what others can’t or won’t: Caranite, crafted goods, rare items, unwanted stock, and anything the verse demands.

6.2 Distribution Network
Members may use the Fleet as a safe hub for selling, trading, or coordinating contracts. The Cartel’s network exists to empower its operators.

7. Amendments & Evolution The Cutlass Cartel is a living organization. This Charter may evolve as the Fleet grows, new markets open, and the verse changes. Any major amendments will be discussed among senior members and implemented to strengthen the Cartel’s future.
