History

The Extra-Planetary Consortium of Humanity

EPCON‑H operates as a multi‑domain frontier organisation delivering security, logistics, and stability operations across systems where permanent UEE presence is limited. While formally independent, the organisation functions in alignment with UEE strategic objectives, integrating with imperial frameworks through interoperability standards where operations are routinely conducted in coordination with coalition forces drawn from allied organisations, allowing EPCON‑H to supplement its capabilities while reinforcing shared security obligations across the frontier.

The organisation’s formation in 2810 is closely tied to the Perry Line Pact of 2793. The dismantling of the militarised border between the UEE and the Xi’an Empire marked a turning point in imperial force posture. As forward bases were reduced and standing forces redeployed, frontier systems experienced both expanded economic activity and increased exposure to a variety of threats. Rather than restoring a model of continuous occupation, the UEE adopted a distributed approach to frontier stability – one that relied on capable civilian‑led organisations to sustain order between periods of direct intervention. This shift also encouraged greater reliance on inter‑organisational cooperation, recognising that frontier security would increasingly be upheld through networks rather than singular authorities.

“What were once considered exceptional arrangements on the frontier have become structural features of imperial security. Contractor‑led formations, persistent patrol groups, and delegated enforcement are no longer stopgaps – they are the framework through which stability is maintained at scale.”

— Edison Chen, Honourary Fellow, EPCON‑H Institute for Frontier Studies
“Holding the Line Without Occupation.”
Ceremonial address, Activation of Frontier Fleet Battlegroup 1, 2951

EPCON‑H emerged from this environment through the consolidation of experienced contractors and logistics operators with prior service along the Perry Line. Over time, the organisation transitioned from ad hoc support roles into a standing operational entity, developing the capacity to conduct sustained patrols, convoy escort, infrastructure protection, militia support, and constabulary enforcement. From its earliest stages, EPCON‑H also functioned as a coordinating body – integrating allied organisations into coalition task groupings to extend operational reach and reinforce mutual support.

EPCON‑H had established itself as a persistent presence across multiple outer systems. Its emphasis on internal command structure, logistical resilience, and autonomous operation aligned with the UEE’s growing preference for scalable partners capable of absorbing operational burden without requiring permanent imperial deployment. The organisation’s coalition framework further enhanced this role, enabling flexible force composition and shared responsibility during periods of elevated threat. The organisation’s ability to remain active through fluctuating threat conditions proved central to its continued integration within frontier security operations.

In 2951, escalating instability in Stanton prompted the activation of Frontier Fleet, Battlegroup 1 under EPCON‑H command. Designed to operate across security, logistics, and support functions, the battlegroup provided a standing framework for coordinated response to piracy, organised insurgent activity, and large‑scale disruptions such as XenoThreat incursions. Coalition partners were incorporated into battlegroup operations as required, reinforcing both operational depth and inter‑organisational solidarity. This capability was further reinforced in 2955 with the commissioning of the Idris‑class capital ship, EPCON‑H Sunstone; enabling enhanced command‑and‑control, force projection, and long‑range sustainment.

Today, EPCON‑H conducts operations across Stanton, Pyro, and Nyx, supporting trade security, local enforcement, and UEE‑aligned initiatives aimed at maintaining systemic stability. Through standing relationships with allied organisations, EPCON‑H fields coalition forces that supplement security operations to maintain frontier stability. In an era defined by the thinning of the Imperium, EPCON‑H aims to maintain continuity where imperial presence is selective and ensuring that frontier stability is upheld through readiness, not occupation.
