The Five Eyes alliance is a secretive, intergalactic surveillance arrangement of intelligence agents formerly operating under the United Empire of Earth elite intelligence agencies.
History
Beginning in 2911, an alliance of five affected worlds from the Vanduul war developed a series of bilateral agreements over more than a decade that became known as the [REDACTED] agreement, establishing the Five Eyes alliance, an agency to be individual from any ruling arm of government, for the purpose of sharing intelligence, at first primarily signals intelligence. Over the past 40 years we have expanded into all fields of secret intelligence, this secret post-war alliance of five prominent worlds has been born into its own entity building an intergalactic surveillance infrastructure to “master the art of information” and spy on the verse’ communications.
Manifesto
This part is simple; you need something and we strive to ensure you get that something — the universe should move on without the detection of our presence. History should not remember us and we aim to keep it that way.
Charter
Five Eyes is dedicated to the proposition that intelligence as theory, process, and profession merits vigorous study.
The mission is defined operationally by the following parameters:
a. Study and development of long-range issues of professional doctrine and institutional policy;
b. Documentation of institutional memory with systematic rationalization of experience;
c. Constructive use of informed dissent; and
d. Professional enrichment of the individual officer through research, reflection, and articulation of ideas.
