The Interstellar Amnesty Commission (IACX) is an independent humanitarian organization dedicated to protecting fundamental rights, defending vulnerable populations, and ensuring accountability beyond UEE jurisdiction.
Justice Beyond Borders. Where institutions fail, we intervene.
## Born from Injustice — 2938
The Interstellar Amnesty Commission (IAC) was established in 2938 by a coalition of independent observers, former security officers, medical personnel, and humanitarian advocates concerned by the increasing vulnerability of civilian populations throughout the United Empire of Earth.
Founded in the aftermath of the Messer era, the Commission emerged from a simple conviction: justice cannot depend exclusively upon the institutions responsible for administering it.
Initially dedicated to documenting abuses of authority, supporting displaced populations, and monitoring human rights violations, the IAC gradually expanded its mandate to include humanitarian assistance, emergency logistics, and independent conflict mediation.
## Beyond Imperial Jurisdiction
As commercial interests and political institutions consolidated their influence over the frontier systems, the Commission identified a growing disparity between the protections afforded to established corporations and those available to independent citizens.
The IAC consequently adopted a doctrine of operational independence, maintaining that humanitarian obligations transcend administrative boundaries and political jurisdictions.
This position led to the establishment of independent observation missions throughout Stanton and, subsequently, the Pyro system.
## The P.E.A.C.E. Initiative
Recognizing that humanitarian assistance cannot always be delivered through conventional diplomatic channels, the Commission established the P.E.A.C.E. Initiative:
Protection, Equality, Amnesty, Compliance & Enforcement.
The initiative provides operational support for humanitarian missions, emergency interventions, asset recovery, and the implementation of restorative measures.
Its activities are conducted under the authority of the Commission’s internal protocols and independent oversight mechanisms.
## Our Mission Continues
Today, the Interstellar Amnesty Commission remains committed to defending the vulnerable, challenging institutional impunity, and ensuring that justice remains accessible beyond the reach of conventional authorities.
Where institutions fail, we intervene.
## Justice Beyond Borders
We, the members of the Interstellar Amnesty Commission, affirm that the dignity of every individual is universal, indivisible, and independent of political jurisdiction.
We recognize that freedom without security is an illusion, that prosperity without responsibility creates inequality, and that justice without enforcement remains merely an aspiration.
### I. The Principle of Universal Dignity
Every individual possesses fundamental rights that must be respected regardless of citizenship, origin, economic status, or political allegiance.
### II. The Principle of Institutional Accountability
No government, corporation, military authority, or private entity shall be considered beyond independent scrutiny.
### III. The Principle of Equitable Responsibility
Those who benefit disproportionately from the resources and opportunities of the inhabited systems bear a corresponding responsibility toward vulnerable communities.
### IV. The Principle of Humanitarian Intervention
When conventional institutions prove unwilling or unable to prevent injustice, independent humanitarian action may become necessary.
### V. The Principle of Restorative Justice
The Commission recognizes restitution, recovery, and equitable redistribution as legitimate instruments for addressing documented imbalances.
### VI. The Principle of Proportional Enforcement
The Commission advocates peaceful resolution whenever practicable. However, deliberate obstruction of humanitarian operations may require proportionate compliance measures.
The nature and extent of such measures shall be determined by the responsible field authority.
### VII. The Principle of Operational Independence
The Commission shall remain independent of external political, military, and commercial interests.
No authority may interfere with its mandate solely on the basis of territorial jurisdiction.
