Miserable old ex-UEE blue-collars usually found in the bar at Checkmate. The bartender started calling them ‘Local 13’ because he mistook their choice to live poor but free for misfortune. Embracing the joke, they painted the logo on their ships and wore ‘Local 13’ patches on their jackets.
